Should hard-core or soft-core wires be used for the wiring of control instruments?

Wired connections are very inconvenient in practical wiring, especially with multiple wires in a small junction box – any movement of the wires can lead to loosening. So I still choose multi-core soft copper wire with wire lugs.
It is more appropriate to use multi-core soft copper wire with wire lugs. .
What I’ve seen are basically soft-core wires
Anyway, I basically use flexible core cables in my designs
SHT3019-2016 Code for Design of Instrumentation Piping Systems in the Petrochemical Industry: “Under normal circumstances, flexible wires with multi-strand copper cores and PVC (or polyethylene) insulation are recommended for use as electrical wires”； Cables should preferably be multi-strand stranded copper-core cables with polyethylene insulation and PVC sheathing ； Soft cables are recommended for indoor use”
The specifications vary: hard for outdoor use and soft for indoor use; there are also cases where only the use of soft materials is specified
