Exploration of the User_ref script function in Deltav

As shown in the attached diagram, when editing a scene in Deltav, there is a User_ref screen with common settings, which contains many scripts related to various functions of scene setup, such as initialization. There is an explanation in that screen, as shown in the diagram, but I don’t understand what’s written inside the blue box and the red box. Could any expert please help explain this? Thank you!
