Regarding the image below, what does the area marked in the upper right corner mean? There’s already logic for opening the valve; so how should we understand the situation where opening this valve fails? Thank you!!!

My understanding is that once the interlock logic issues a command to open or close the valve, and no signal indicating that the valve has reached its desired position is received within the specified time frame, an alarm or interlock signal is generated to trigger further actions
