Guys, if the SIS control room already has an emergency stop button, is it necessary to have another one on site as well? Are there any regulatory requirements?
\"Code for Design of Safety Instrumented Systems in Petrochemical Industries\" (GB/T 50770-2013): Although it does not explicitly require the installation of emergency stop buttons on-site, according to its relevant provisions, safety instrumented systems that possess emergency shutdown functions should have both on-site and remote, as well as manual and automatic operation capabilities. On-site manual control buttons should be placed in locations that are easily accessible and convenient for use; remote manual control buttons should be located at a distance of no less than 15 meters from the equipment being protected. The manual control buttons for the entire plant’s emergency shutdown system should be situated in the central control room. The \"Design Code for Automation Systems of Petrochemical Tank Areas\" (SH/T 3184-2017) specifies in clause 5.4.1.13 that emergency shut-off valves used to interlock and cut off feed should be equipped with on-site manual valve closing buttons or switches outside the fire-hazardous area, so as to allow manual operation in emergency situations. “Basic Requirements for the Diagnosis and Management of Inherent Safety” (Su Emergency [2019] No. 53): It states that emergency stop buttons should be installed in control rooms; it is advisable to also install local emergency stop buttons at the site of reactors. These local emergency stop buttons should be grouped together by area and placed in locations where operators can easily access them.
