It is recommended to leave space for maintenance. Engineer's room: If there are no permanent debugging personnel on site, or maintenance can be done remotely, it is completely unnecessary. The "appropriate" in the specification is not mandatory, but you need to evaluate whether remote diagnosis is feasible. Air conditioning room: It also depends on the amount of heat generated. For a small cabinet, an ordinary precision air conditioner or wall-mounted unit can be placed directly indoors without the need for a separate compartment, but don’t forget to check whether the cooling capacity is sufficient. It is recommended that you read GB 50174-2017 "Data Center Design Specifications" or the special provisions for "small computer rooms" in industry standards. Different industries (such as chemical industry, communications) will have supplementary regulations.
