🔣 The relocation or blast-proof modification of the control room was not carried out with proper design. Standard requirements: 1. In accordance with Article 3.4.2 of the \"Design Code for Control Rooms\" (HG/T 20508-2014), for chemical plants where there is a risk of explosion, control rooms and field control rooms shall be designed with explosion-resistant structures. 2. According to Article 3.0.1 of the \"Code for Blast Resistance Design of Petrochemical Buildings\" (GB/T 50779-2022), the blast resistance requirements for such buildings, as well as the peak overpressure of the explosion shock wave and the duration of the positive pressure effect, shall be determined through an explosion safety assessment. 3. Article 5.7.1A of the \"Code for Fire Protection Design of Petrochemical Enterprises (2018 Edition)\” (GB 50160-2008) stipulates that the central control room shall determine whether blast resistance design is required based on an explosion risk assessment. The control rooms and manned cabinet rooms located in the plant area should be designed to be blast-resistant. 4. According to Article (II) of the \"Three-Year Action Plan for Special Rectification of Safety in Hazardous Chemicals\" (An Wei [2020] No. 3), control rooms and shift change rooms for production facilities with Class A or B fire hazards should, in principle, not be located within the facility area. If it is necessary to locate them there, they must be designed, constructed, and reinforced to meet the requirements of the \"Code for Blast Resistance Design of Petrochemical Buildings\" (GB/T 50779-2022).
