High ammonia nitrogen content in vaporized ammonia

Our factory uses an ammonia vaporization tower to treat excess ammonia water, and the heat source for this tower is a steam reboiler. In recent days, the temperature at the bottom of the ammonia vaporization tower has not reached 100°C; (at 100°C, the ammonia vaporization wastewater tested in our plant is considered to be of acceptable quality). No matter how far the steam valve is opened, it has no effect at all, and the steam flow doesn’t increase. Now, I want to know if there’s a problem with the steam reboiler Does the steam reboiler need to be cleaned? How can the ammonia vaporization temperature be increased?
Is the steam condensate from the reboiler flowing smoothly?
We inspected the steam reboiler, opened its drain valve, and found a large amount of steam coming out (usually water comes out)
That means the wastewater path of the reboiler is blocked
The heat exchange tubes in the reboiler are blocked and cannot transfer heat; they were removed and the tube side was cleaned with high-pressure water.
