It marks the full completion of the construction work and equipment installation for this unit, with operations shifting from individual unit tests to combined testing. As a utility system supporting coal chemical production, the water supply system includes facilities such as pump stations, water treatment plants, and integrated pump rooms. Its designed water supply capacity is 400,000 tons per day; while ensuring the water needs for production in the coal chemical facilities as well as those for domestic use within the plant, the excess capacity can provide water supply support to other enterprises in the Huainan Coal Chemical Park, representing a potential source of future growth for the company. To ensure the smooth handover of the water supply facility, Zhongan United Coal Chemical Branch and the Project Management Department assigned personnel to carry out the \"three inspections and four determinations\" process on the facility, promptly identifying issues related to design, quality, and safety. Regular coordination meetings were held regarding the handover of the water supply facility, with a view to urging the engineering design and construction teams to address these issues and ensure that the facility is handed over to high standards. Meanwhile, the coal chemical subsidiary earnestly carried out the work of providing support, formulated a schedule by working backward from the scheduled handover date of the plant, and prepared the contract documents and related attachments for this support effort, ensuring that the support team could arrive on time and laying the foundation for the successful joint commissioning of the plant. Review of Project Progress: On June 15, 2017, Sinopec and Wanbei Coal and Electricity held an on-site meeting for the Zhongan United Coal Chemical Project at Zhongan United Coal Chemical Co., Ltd. They listened to reports on the progress of various tasks carried out following the review meeting regarding the \"1·20\" project, and discussed and planned the key tasks for the next stage of project construction. The meeting called for full efforts to advance the project construction, ensuring that investment remains at 18 billion, with the goal of completing the project by the end of 2018 and having the entire process operational by the first half of 2019. On May 26, 2017, the groundbreaking ceremony for Bid Section 2 of the gasification unit installation project for China Anlian’s 1.7 million tons per year coal-to-methanol and converted olefins project was held. At the commencement ceremony held jointly by Zhongan United, the supervision party, and the general contractor, this project section was to be constructed by the Anhui branch of Sinochem Second Construction. With the lifting and installation of the first steel structural column of the coal grinding unit, the project has officially commenced. On May 13, 2017, the 350,000 tons per year polypropylene plant of the Zhongan United Project, for which SEI was the general contractor, began construction. Two excavators worked simultaneously to remove the first load of soil from the plant area, marking the entry of the Zhongan United Project into its actual construction phase. On December 7, 2016, a preparatory meeting was held for the resumption of work on the Zhong’an coal chemical project, to arrange the preparations for its restart. On January 20, 2017, a meeting on resuming work on the Zhong’an project was held in Huainan. The project headquarters issued the \"Notice on Resuming Construction of the Zhong’an United Coal Chemical Project\" (Petrochemical Shares Construction and Refining [2017] No. 6), announcing that work on the Zhong’an United Coal Chemical Project would officially resume. The Zhong’an United Coal Chemical Integration Project is a key construction project of Sinopec and Anhui Province. Zhongan United Coal & Chemical Co., Ltd. was established on December 18, 2010, with a registered capital of 4 billion yuan. It is funded equally, at 50% each, by Sinopec Corporation and Anhui Wanbei Coal and Electricity Group Co., Ltd. The core process of the Zhongan United Coal Chemical Integration Project utilizes the S-MTO patented technology owned by Sinopec, while the gasification unit employs the SE-Dongfang furnace technology also owned by Sinopec. Using coal from the Zhujixi mine as raw material, methanol and converted olefins (LDPE/PP), ethylene glycol (MEG) and other products are produced. Sinopec Engineering Construction Co., Ltd. is responsible for the overall management of the design, procurement, and construction of the MTO/OCC and PP units in this project, as well as six supporting facilities including the control room and 110-kilovolt substation ； Sinopec Ningbo Engineering Co., Ltd. is responsible for the design and construction of the gasification unit for the contracted project.
