Feasibility Study Review for Xinjiang’s 1.8 million tons per year coal-to-methanol and coal-based new materials project Author/Source: Date: 2017-08-01 Clicks: 17 Recently, an internal review meeting was held for the feasibility study reports of Xinjiang Zhongtai Chemical Co., Ltd.’s project to produce 1.8 million tons per year of coal-to-methanol, as well as its project for the development of advanced coal-based new materials. The meeting invited experts from safety assessment and environmental impact assessment agencies such as Beijing Guohuan Environmental Technology Co., Ltd., Xinjiang Dingyao Engineering Company, and Xinjiang Guoan Construction Safety Assessment Center to discuss and review the feasibility study report. Zhao Yonglu, the technical director of the group company, explained the background, significance, planning, and key priorities of the project construction. At the meeting, China Chengda Engineering Company, the entity responsible for preparing the feasibility study report, gave a presentation covering seven aspects: project overview, implementation plan, selection of process technologies, layout, transportation, and storage, utility systems and auxiliary facilities, environmental protection and fire safety, as well as relevant indicators. Following the review, the experts present offered suggestions to improve the content of the project upgrade demonstration, to carry out proper park planning and various types of impact assessments, to add measures related to engineering geology, geological disasters, flood control, and soil and water conservation, as well as to clarify the effects of the MTO process on methanol quality. The meeting emphasized the need to recognize the importance of the preliminary work for a project; the feasibility study is a key aspect of this preliminary work, and it is essential to focus on carrying out this feasibility study at present. China Chengda Engineering Co., Ltd. is required to revise and improve the feasibility study based on the experts’ feedback, so as to provide a basis for carrying out subsequent tasks such as safety assessments, environmental impact assessments, and water resource evaluations. It is necessary to accelerate the processing of procedures related to land use, such as planning permits and construction permits, and enhance coordination both internally and externally to ensure smooth progress in subsequent tasks. Xinjiang Zhongtai Chemical Co., Ltd. was established on December 18, 2001, and listed on the Shenzhen Stock Exchange on December 8, 2006. Its predecessor was the Xinjiang Caustic Soda Factory, which was founded in 1958. The company currently has 21 holding companies and 7 affiliated companies. The production capacity of its main products is 1.5 million tons per year of polyvinyl chloride resin, 1.1 million tons per year of ion-exchange membrane caustic soda, 1.28 million tons per year of calcium carbide, 1.2 million kilowatts of power generated by on-site facilities, 650,000 tons per year of cotton yarn, and 320,000 tons per year of viscose fiber. The company plans to expand and strengthen its modern coal chemical industry; industrial chains such as those involving coal-to-olefins and calcium carbide processes for PVC production, bulk PVC production, paste resins, and ethane-to-ethylene conversion are part of the strategic plans for the future development of Zhongtai Chemical.
