In order to accelerate the implementation of the \"Plan for Promoting the Development of Shaanxi’s Coal-Based Olefins (Aromatics) Industry Chain,\" on August 22, the Raw Materials Industry Division of Shaanxi’s Department of Industry and Information Technology organized a meeting with chemical industry experts from within the province to initiate the formulation of the \"Plan for Coordinating the Development of Shaanxi’s Coal-Based Olefins (Aromatics) Industry Chain\" (hereinafter referred to as the \"Plan\"). The experts attending the meeting included Hu Haifeng, a member of the Provincial Decision-making Advisory Committee; Li Dapeng, the chief expert at Yanchang Group; Yang Jinming, head of the research department at the Provincial Petrochemical Research Institute; and Li Jun, chairman of Xi’an Yihai Plastics Company. The meeting was chaired by Wang Hongan, an advisor to the Provincial Petrochemical Federation, the organization responsible for drafting the Plan. During the seminar, experts held in-depth discussions on key aspects of drafting the Plan, work arrangements, responsibility allocation, and work plans, and put forward specific suggestions and opinions. The meeting emphasized the need to conduct thorough research, solicit opinions from relevant enterprises and industrial parks on a wide scale, clearly identify projects for cooperation and supporting roles across the upstream, midstream, and downstream stages of the industrial chain as well as the list of enterprises involved, so as to highlight the forward-looking nature and practicality of the Plan. The experts and staff involved stated that, in accordance with the assigned tasks, they will first complete the preparation of the \"Plan\" on time and to a high standard, and secondly, make active efforts in preparing for the meeting aimed at promoting cooperation within the coal-based olefins (aromatics) industry chain. Previously, the Shaanxi Provincial Department of Industry and Information Technology issued the \"Plan for Promoting the Development of the Coal-to-Olefins (Aromatics) Industry Chain in Shaanxi Province\" (hereinafter referred to as the \"Promotion Plan\"). The Promotion Plan proposes to strengthen the industrial chain by expanding production capacity, to complement it through technological innovation, to expand it via investment attraction in industrial parks, and to extend it through product development. Based on upstream coal-derived olefin (aromatic) polymers and the raw materials for specialty organic chemicals, efforts will be made to develop downstream processed products and specialty fine organic chemical products as part of the olefin (aromatic) polymer industry chain, while also producing conventional and specialty polyethylene and polypropylene materials. Expand industrial capacity and strengthen supply chains, accelerate the construction of five key projects, and maintain a competitive advantage in terms of raw materials. There are 5 key construction projects, namely the 1.8 million tons per year coal-to-methanol and 900,000 tons per year olefins projects of Yan’an Energy Chemical Co., Ltd. under Yanchang Petroleum; completion and commissioning of these projects is expected by June 2018 ; The expansion project for the first phase of Yulin Energy Chemical Complex (1.8 million tons per year of coal-based methanol and 600,000 tons per year of olefins) is ready to commence construction, with completion expected in 2019 ; The second phase of China Coal Yulin Chemical Project (1.8 million tons per year of coal-to-methanol production and 600,000 tons per year of olefin production) is expected to be completed in 2020 ; The Phase II project of Pucheng Clean Energy (3.6 million tons per year of coal-based methanol and 1.2 million tons per year of olefins) is expected to be completed in 2025. Meanwhile, the HuanDian Yulin demonstration project for coal-to-methanol production with a capacity of 1.5 million tons per year and for aromatic hydrocarbon production with a capacity of 500,000 tons per year has also largely completed its preliminary approval procedures and is ready to start operation; it is expected to be completed and put into use in 2020. By the end of the 13th Five-Year Plan period, Shaanxi added 2.1 million tons of coal-based olefin production capacity, raising the total coal-based olefin production capacity to 5.2 million tons; at the same time, 500,000 tons of additional coal-based aromatic hydrocarbon production capacity was added. Technological innovation to fill gaps in the supply chain, with differentiated product solutions + development of specialty material products. On the one hand, priority is given to supporting the differentiated product plans for the capacity expansion projects of the existing 4 coal-based olefin enterprises, in order to diversify the products in the industrial chain. On the other hand, through technological innovation, it is possible to tap into one’s own potential to develop specialty materials and high-value, market-prospective fine organic chemical products, thereby effectively addressing its own weaknesses. Attract investment to expand the industrial park’s ecosystem, advance park development, and accelerate investment recruitment. Plans are in place to develop deep-processing bases and industrial parks for the downstream industries related to coal-based olefins (aromatics) in the Guanzhong and northern Shaanxi regions. In Guanzhong, support will be focused on the Xi’an Jingwei New Materials Industrial Park, Xianyang Binxian Xinmin High-End Energy Chemical Industrial Park, and Weinan Hancheng Clean Energy Materials Chemical Industrial Park; in northern Shaanxi, the focus is on the Yan’an Fuxian Baicaowawa Fine Chemical Industrial Park. By the end of the 13th Five-Year Plan period, it is aimed to establish, in these 4 industrial parks, initial clusters for the deep-processing industries in the downstream value chain of coal-based olefins (aromatics). Product chain extension: customized rubber and plastic fiber products + supporting high-end equipment industries. Guided by market demand and focusing on the high-end equipment industry within the province, efforts will be made to vigorously develop the processing of downstream products derived from synthetic resins, synthetic rubbers, and synthetic fibers, with the aim of creating several stable core products that can provide effective support for the high-end equipment industry. Focus on developing synthetic rubbers such as nitrile and EPDM that are needed by enterprises involved in the production of extended radial tires and other rubber products like those from Shaanxi Cologne; encourage the development of rubber and plastic fiber-based components and highly processed products for use in industries such as automobiles, rail transport, construction, medical applications, and agriculture.
