For a methanol floating roof tank, since the tank wall already has ventilation openings, why is a breathing valve still needed on the tank top?

Vent holes are essential to keep the concentration in the gas phase space inside the tank within safe and controllable limits, while breather valves prevent overpressure in the tank.

The breather valve should be a one-way negative pressure breather valve to prevent insufficient air supply through the ventilation opening when the negative pressure becomes too high. Under normal operation, a slight negative pressure is maintained; air enters through the ventilation openings, and the breathing valve does not function.
Floating roof tanks that do not have sealing requirements are equipped with ventilation holes; installing a breathing valve on top of those ventilation holes is of little use. In the case of a closed internal floating roof tank, there should be no ventilation openings; instead, a breather valve must be installed.
