At the site of the inspection, Song Shijie, executive director of Yulin Chemical, briefed the inspectors on the achievements made since Shaanxi Coal Group actively responded to and implemented the important strategic plans set by the provincial party committee, and took an active role in the development of the high-end energy and chemical industry base in northern Shaanxi. An introduction was given to the demonstration project for the use of coal in different ways to produce new chemical materials. He said that this project is a large-scale coal chemical project planned by Shaanxi Coal Group as part of its efforts toward transformation, upgrading, and high-quality development; it is currently the largest coal chemical project under construction in the world. It provides a detailed explanation focusing on two aspects: what kind of industries should be established at the beginning of project planning in order to gain a competitive advantage on a global scale, and what methods can be used to attract better technologies and enterprises to contribute to the development of the facility. At the same time, a report was given on the content of the project construction and its progress. He said that once the project is completed, the entire plant will become intelligent and capable of using hydrogen energy for transportation. Finally, the researchers visited the construction site of the 1.8 million tons per year ethylene glycol project. The Shaanxi Coal Group’s demonstration project for the value-added utilization of coal to produce new chemical materials is located in the Qingshui Industrial Park in Yulin City. The project covers an area of approximately 13 square kilometers, with a total planned investment of around 102.2 billion yuan. It is capable of processing 20.14 million tons of raw coal per year. The project includes 27 processing units along with associated utility systems; these mainly involve the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, and 2 million tons of MTO. Downstream fine chemical processing units also exist, using these as intermediate materials. The final products are high-quality chemical materials such as superabsorbent resins, polyesters, polycarbonates, styrene-butadiene rubber, as well as advanced polyolefins, high-performance engineering plastics, special rubbers, and high-performance fibers. In the **13th Five-Year Plan for Energy Development** released in December 2016, this project was listed as a key construction project for the deep processing of coal ; In the \"13th Five-Year Plan for Demonstration Projects in the Advanced Coal Processing Industry\" released in February 2017, this project was once again listed as a new demonstration project for the differentiated utilization of low-grade coal. The project construction is divided into two phases and four stages. Phase 1 focuses on gasification, and it is divided into two stages: In the first stage, an ethylene glycol production facility with an annual capacity of 1.8 million tons will be built, with completion and operation scheduled for June 2021 ; The two-phase construction of an olefin plant with a capacity of 2 million tons per year and related processing facilities is planned to be ready for operation in 2019, with completion and commissioning by the end of 2023. Phase II focuses on coal pyrolysis and is also divided into two stages: the first stage is the pyrolysis startup project, which will be constructed simultaneously with the ethylene glycol project, with completion and operation scheduled for June 2021 ; In the second phase, the scale of pyrolysis will be increased to 15 million tons, and the coal tar industry chain will be expanded to produce downstream products containing aromatic compounds. Construction is scheduled to begin by the end of 2021, with operation to start by the end of 2025. To date, the preliminary procedures for the ethylene glycol project and the pyrolysis startup project have been largely completed ; All technical process packages have been purchased, the overall design is complete, and the project has fully entered the phase of preliminary design; digital delivery of the design is also underway simultaneously ; Dynamic compaction has been completed on site. The olefin project and subsequent construction work are undergoing approval and preliminary review procedures in accordance with relevant policy requirements.
