On August 17, 2020, the Department of Ecology and Environment of the Ningxia Autonomous Region issued a public notice regarding the intention to review and approve the environmental impact assessment documents for Ningxia Baofeng Energy Group Co., Ltd.’s 500,000 tons per year coal-to-olefins project. Constructor: Ningxia Baofeng Energy Group Co., Ltd. Environmental impact assessment agency: Zhongsheng Environmental Technology Development Co., Ltd. The total investment for this project is 1,377,000 million yuan, of which 979,469.99 million yuan is allocated to environmental protection measures, accounting for 7.11% of the total investment. Project overview: The project is planned to be carried out in Area A of the Linhe Comprehensive Industrial Park, which is part of the Modern Coal Chemical Industry Demonstration Zone in the Ningdong Energy and Chemical Industry Base. The main construction elements include the main structure, utility systems, auxiliary facilities, and environmental protection measures. The main facilities include: gasification units, shift units, purification units, sulfur recovery units, methanol production units, a 500,000-ton/year MTO (Methanol to Olefins) plant, EVA polymerization units, PP polymerization units, and 6 newly built pressurized coal gasification furnaces (4 in operation and 2 as backups) ; Construct 2 new main transformation process systems and 1 heat recovery system ; 2 radial-flow steam rising methanol synthesizers. Auxiliary facilities include: raw coal silos, product handling workshops, product warehouses, tank farms, hazardous waste temporary storage areas, a central laboratory, and a flare system. Utility systems include: water supply system, air separation system, circulating cooling water system, etc. Environmental protection projects include: sewage treatment plants, exhaust gas recovery and treatment systems, reclaimed water plants, evaporation crystallization units, etc. The main facilities for exhaust gas treatment include bag filters, low-nitrogen burners, water scrubbers, activated carbon adsorption towers, and exhaust stacks ; The main wastewater treatment facilities include one methanol wastewater treatment unit with a treatment capacity of 400 m3/h ; 1 set of olefin wastewater treatment unit, with a capacity of 250 m3/h ; 1 set of clean wastewater and sewage reuse system, with a treatment capacity of 900 m3/h ; 1 set of evaporation crystallization unit, with a processing capacity of 200 m3/h ; There is 1 saltwater buffer tank, divided into two compartments; the effective volume of each compartment is 5000 m3. There is 1 initial rainwater tank with an effective volume of 4000 m3. A initial rainwater tank is installed in the methanol synthesis unit area, with an effective volume of 180 m3. Another initial rainwater tank is available in the low-temperature methanol washing unit area, with an effective volume of 260 m3. There is also an initial rainwater tank in the shift and heat recovery unit area, with an effective volume of 150 m3. One sewage temporary storage tank is provided, with an effective volume of 25000 m3.
