In July 2020, China Global Engineering Corporation was commissioned by Inner Mongolia Baofeng Coal-Based New Materials Co., Ltd. to carry out the environmental impact assessment for this pilot project. The draft environmental impact assessment report for this project has been preliminarily completed. In accordance with the requirements of the Environmental Protection Law of the People’s Republic of China, the Environmental Impact Assessment Law of the People’s Republic of China, and the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 issued by the Ministry of Ecology and Environment), and in order to further protect the legitimate environmental rights and interests of the public and enhance the rationality and effectiveness of environmental protection measures, a second round of public consultation on the environmental impact assessment of this project is now being conducted. This is to gather opinions and suggestions from all sectors of society regarding the environmental impacts of this project as well as matters related to environmental protection. The details of the consultation are as follows: 1. Project name and overview: Project name: 4×1000,000 tons/year coal-to-olefins demonstration project by Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. Project type: New construction. Location: Tuk Industrial Zone, Sulihe Economic Development Zone, Wushen Banner, Ordos City, Inner Mongolia Autonomous Region. Project components: Facilities for coal gasification, shift reaction, purification, methanol synthesis, methanol-to-olefins production (including olefin separation), sulfur recovery, conversion of C_4 into 1-butene, steam cracking, as well as facilities for producing polyethylene and polypropylene. Additionally, there are supporting utility systems, auxiliary production facilities, and storage and transportation facilities. Product portfolio: The main products are polyethylene and polypropylene; meanwhile, by-products include sulfur, fuel oil, heavy C_4, C_5^+, MTBE, etc. 1.
