Scale and Content of Construction: The project covers an area of approximately 4,100 mu. The total area dedicated to infrastructure construction is about 830,000 square meters. This includes production and management facilities, utilities, auxiliary production facilities, and other related structures. Three new intelligent coking production lines will be built, as well as new intelligent fine chemical production lines, and new production lines for large-size, ultra-high power graphite electrodes. Purchase facilities and equipment for production power, environmental protection, recycling, transportation, etc. An annual production capacity of 5.5 million tons of coke, 200,000 tons of LNG, 200,000 tons of liquid ammonia, 200,000 tons of methyl carbonate, 100,000 tons of large-size, ultra-high-power graphite electrodes, 100,000 tons of maleic anhydride, 100,000 tons of phthalic anhydride, and 100,000 tons of needle coke – all of which are high-quality coal-based new materials. The project involves the construction of a 5.5-million-ton coking complex, a 100,000-ton LNG plant, a 100,000-ton ammonia synthesis plant, a 100,000-ton methanol plant, a 100,000-ton DMC plant, a 100,000-ton benzene hydrogenation plant, a 600,000-ton tar processing plant, 2 × 50,000-ton needle coke plants, a 100,000-ton facility for producing large-sized, high-power graphite electrodes, 2 × 70MW coal gas power generation units, along with supporting auxiliary production facilities, utility systems, production management facilities, and off-site infrastructure. Zhengnan Group is the largest enterprise in Heilongjiang Province that converts coke oven gas into natural gas. Its subsidiary, Zhengnan Coal Chemical Co., Ltd., is a large private enterprise based in Hegang City. After nearly 10 years of development, it has become the second-largest integrated producer and supplier of coke, coke by-products, and liquefied natural gas in the Northeast region. On June 4, 2020, Zhengnan Coal Chemical Company and Tiefa Energy Company signed an agreement to invest in the construction of a project for the production of 4.5 million tons of coal-based coke and the comprehensive utilization of by-products in Tieling City, Liaoning Province. The two parties will invest 10.9 billion yuan in the Beipu Industrial Park of Tiaobingshan City to build a project for the comprehensive utilization of coal-based coke and its by-products. This project will include two 6.25m ramming coke ovens capable of producing 4.5 million tons of coke each, as well as one 7.65m top-loading coke oven line; a production line for 200,000 tons of LNG, and a production line for 300,000 tons of synthetic ammonia; a facility for the deep processing of 600,000 tons of tar, along with supporting production lines for 150,000 tons of needle coke and 150,000 tons of ultra-high power graphite electrodes. The products manufactured by this project include coke oven gas, metallurgical coke, coal tar, sulfur, ammonium sulfate, crude benzene, and the waste heat from dry quenching of coke.
