Is a height certification required in addition to an electrician’s license when working on overhead power line poles?

As the title suggests, I would appreciate some guidance; it would be best if there are relevant standard references.
Is a permit needed to climb heights? There seem to be no policies or regulations regarding this, but according to the company’s internal system management and operational procedures, a \"Work Permit\" is required for working at heights.
Previously it was the electrician permit to work on power grids; now that the Energy Bureau and the Safety Supervision Department have been merged, the electrician permit issued by the Safety Supervision Department should suffice
