Should the explosion protection rating of explosion-proof motors located near crowded areas such as office buildings, dormitories, and cafeterias be increased by one level?
I’ve never heard of that claim. Just install it as per the design requirements

The Class A explosion-proof workshop here is only about 15 meters away from the dormitory buildings, office buildings, and cafeteria
Without considering an additional Zone 2, the maximum radius of the outdoor explosion zone is 15 meters, so it should be impossible to enter. But this fire separation distance of yours isn’t enough, right!
