I’ve done some research on this for your reference: the average cost is 1.5–1.8 million per km; if the route crosses rivers or highways, or if land acquisition and relocation present difficulties, the cost could exceed 50%.
The construction cost in flat areas is relatively low, around 1.5 million yuan per kilometer; everything else is unpredictable. For example, the costs associated with coordinating railway crossings are uncertain, crossing rivers presents construction challenges, and dealing with stubborn local residents who prevent construction can also cause delays.
