Can factories be built under 10KV high-voltage lines?

Is it compliant to build a hazardous waste warehouse and employee rest areas under 10KV high-voltage lines, with the roof being about 4 meters away from those lines?
The specified safety distances when the equipment is not powered off are as follows: 0.7 m for 10 kV and below, 1.0 m for 35 kV, 1.5 m for 110 kV, 3.0 m for 220 kV, and 5.0 m for 500 kV. This specified safe distance takes into account the normal range of activities of workers during work, under the condition that the equipment guards are removed.

It definitely doesn’t comply; it seems that entering the production area is not allowed, so what’s the point of checking distances? It could potentially constitute a serious safety hazard
It is definitely non-compliant; please refer to Article 10.2.1 of GB50016 and the corresponding appendices.
At a distance of 1.5 times the height of the pole, it is generally not possible to build factories below it
Stop thinking about it – it’s absolutely not allowed to have overhead power lines within the production areas of chemical companies these days, let alone building waste storage facilities under such lines.
Employees aren’t human beings; why are hazardous waste warehouses placed next to employee restrooms?
