Can the compressor’s power switch for crane operation be installed on the first floor?

For the same project, the power switches for the cranes in the compression plant were designed by two different design firms; one of these switches is installed on the first floor while the other is on the second floor. In my opinion, for safety reasons, it would be better to install them on the second floor so that power can be cut off to the cranes easily. Is there any mandatory requirement regarding this?
It should be installed in a location that is convenient for operation; there are no mandatory requirements. As mentioned in your case, it is more reasonable to install it on the second floor.
