There was arcing the first time the circuit breaker was closed; it couldn’t be closed, but it worked fine on the second attempt. Is it because the load is short-circuited?
“An “air switch”? A circuit breaker, I mean? There are a wide range of such switch types; those you may come across could have overcurrent protection features, which is due to reasons such as excessive starting current, grounding issues, or single-phase problems. For reference.
