Specific steps for switching on and off heat exchange in control valves

I always thought that to operate a control valve, it was sufficient to just turn on and off the manual valves at both ends; are there any more detailed procedures? I would like to ask fellow sailors for guidance regarding the procedures for starting up and shutting down control valves and heat exchangers
For heat exchangers, is it not standard practice to first introduce cold fluid, opening the outlet drain to release air during that process, and then introduce hot fluid? When draining, should one first drain out the hot fluid and then the cold fluid?
