Is Japanese A heavy oil the same as the heavy oil used in our country?

I found that many boilers in Japan use Grade A heavy oil. I wonder if this Grade A heavy oil is the same as the heavy oil used in our country? Which type of heavy oil available in our country can serve as a substitute for it? Does anyone know?
It is equivalent to domestic marine fuel oil.
It’s not easy to find someone who knows about A heavy oil; it was developed by the Fushun refinery in our country, and it was mainly exported to Japan in the 1980s, generating the first foreign exchange earnings for that country at the time. It is formulated from light diesel and residue oil, with specifications that are relatively similar to those of light diesel.
