A few days ago, I was inspected by HSE again: there was a level-1 hot work operation at the site, and all preparatory measures had been completed. After the department leaders and HSE staff arrived at the site, a colleague used a handheld four-in-one detector to verify that the surrounding environment was suitable; meanwhile, the leader signed off on the work order to give final approval, and then the hot work operation commenced. In order to act strictly in accordance with the actual procedures, the supervisor even wrote down the analysis time and the start time of the hot work as the same moment on the work order. Then... 200 yuan is exactly the right amount, but the guardian feels a bit aggrieved; that’s just how things were on the spot! To meet the deadline, many steps were carried out simultaneously, and the hot work wasn’t done before the analysis was completed – so why was a deduction made?
Surely, work involving open flames can only be carried out after a proper analysis shows that it’s safe to do so. Starting work without first conducting such an analysis is clearly a violation of regulations. The time specified on the work order must not be entered arbitrarily.
You say it’s a normal phenomenon, but the records kept must be accurate; otherwise it causes a lot of trouble. So the punishment is not unjust. When the higher authorities come to punish your company, you’ll realize it’s not just 200 – this is considered a serious safety hazard. So here, I usually don’t let the manager sign the date; they only sign their name, and we handle the date.
The ignition time must not exceed half an hour of the analysis time point; otherwise, re-analysis is required
Analyze first and then sign for confirmation; there is also a time delay even when things are synchronized. Start the work half an hour after the analysis is completed
This is a minor mistake; just consider it as paying a tuition fee for it. The analysis must be carried out before any work involving fire is begun. To put it bluntly, if an accident occurs and someone from higher up comes to investigate, things will get serious – it will be considered fraud. The entire company will be held accountable.
