In line with the relevant arrangements set out in the \"Medium- and Long-Term Plan for the Development of the Hydrogen Energy Industry (2021–2035)\\" and the \"Implementation Plan to Accelerate the Use of Clean and Low-Carbon Hydrogen in the Industrial Sector,\" efforts are being made to reduce costs through large-scale application in various scenarios, to foster innovation in hydrogen-related technologies and equipment, and to promote the high-quality development of the hydrogen energy industry. Recently, the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission jointly issued the \"Notice on Carrying Out Pilot Projects for Comprehensive Hydrogen Energy Applications\" (hereinafter referred to as the \"Notice\"), outlining the steps for carrying out such pilot projects. The Notice states that, in accordance with the principles of application-led development, scenario-driven approaches, adaptation to local conditions, and coordinated efforts, through pilot projects in urban clusters, the applications of hydrogen energy will be expanded from fuel cell vehicles to various other suitable sectors such as transportation and industry. This will help enhance the supply of clean and low-carbon hydrogen, overcome technical challenges in various hydrogen application areas, break through bottlenecks in industry development, and create multiple commercial application models that can be replicated and scaled up. Ultimately, this will lead to the establishment of an economic, rational, and efficient comprehensive hydrogen application system, as well as the creation of a favorable industrial ecosystem. Through the \"call-for-proposals\" approach, the three departments have selected urban clusters with a solid industrial foundation, a wide range of application scenarios, strong capabilities in securing hydrogen resources, and complete industrial chains to take the lead in carrying out pilot projects for the comprehensive use of hydrogen. They are working to explore scientific and orderly ways to commercialize the comprehensive use of hydrogen, improve the policy environment for industrial development, and promote the integrated development of the entire hydrogen industry chain, covering production, storage, transportation, and utilization.
