Regarding the issue of the overlap of the gas tank bottom plate

I would like to ask the experts: when designing the bottom plate of an air tank, requirements are set for the overlap amount, just like in storage tanks, with a minimum of 30 mm. However, in actual construction, it is possible for this value to be lower. What impact does this have, and what is the main purpose behind such requirements? Is the corner cutting done with three plates overlapping to avoid T-joints?
