(4) Submission of the preliminary schedule: The design manager organizes a discussion among the project leaders and planning engineers regarding the design timeline, and the planning engineer prepares a schedule for the design phase (an initial plan that includes dates for the release of key documents related to the design milestones). 　 (5) Manpower load estimation: a The design manager, together with the responsible professionals, estimates the manpower load for each specialty, as well as the dates for deployment and withdrawal, and determines the workload. b The design manager, in conjunction with the design department and design studios, determines all the personnel involved in the design. The design commencement report (or design plan, which represents a more detailed version of the project manager’s project plan in terms of engineering design) is prepared by the design manager with the assistance of the supervisors for each specialty, and is approved by the project manager.
