Steam effect within the tank area

RT, I’m getting started with the design of gasoline tank farms, and I’ve noticed that steam pipes are connected to all the tanks in these areas. Could someone explain what the role of steam is in such tank farms? Is it just for purging? Could some expert summarize this?
It is used by fire suppression systems to extinguish fires, and it can also dilute material vapors.
