Regarding the issue of the manufacturer’s authorization letter in bidding

The bid document requires that \"if the goods submitted by the bidder are not manufactured by the bidder itself, the bidder must have an official authorization from the manufacturer allowing them to submit such goods in this bid.\" My question is: if the bidder is a domestic branch of the manufacturer, but the goods are still manufactured abroad, is it still necessary to provide the aforementioned document?
I guess relevant documents proving that it is a branch company or for customs declaration are needed
Provide proof that the domestic entity is an authorized agent of the foreign manufacturer.
