The main issues include the following: First, in an effort to expand and strengthen themselves, chemical enterprises do not devote sufficient effort to the development and research of related products. Instead, they focus first on making substantial changes to the internal management structure, arbitrarily raising the ranks of managers. This results in a complex and chaotic organizational structure, with individuals who do not possess the necessary technical or managerial skills being promoted to higher positions, thereby assigning them greater responsibilities for which they lack the appropriate capabilities. The company’s other technical tools have failed to keep up with the pace of development in its corporate management, which has the opposite effect and actually reduces the efficiency of the company’s operations. Second, in smaller enterprises, the industries are generally those that have been gradually developed through the courage and policies adopted during China’s reform and opening-up period. There is no systematic or comprehensive recognition of the importance of employees; instead, the principle of \"it is better to rely on oneself than on others\" prevails, along with a strong tendency to be cautious. As a result, frequent changes in management personnel within such enterprises reduce their efficiency in developing. Third, companies place a high emphasis on formulating their own plans, but there is clearly a lack of strict oversight during the implementation phase. Managers demand the highest possible standards for plan formulation, and due to their own limitations, employees do not give sufficient attention or thorough consideration to this aspect. After putting these plans into practice, it was found that the evaluations following the implementation of those plans could not be carried out properly; the desired goals were not achieved, nor were any related problems identified. As a result, employees gradually became slack in their efforts, which reduced the company’s production efficiency. Fourth, the basic aspects of management include various documents, quota standards, and safety and environmental protection measures within chemical enterprises. However, what is given priority in such enterprises are usually data related to production activities; other management-related documents receive much less attention. They are only maintained for a short period when it is necessary to obtain relevant certifications. Basic data holds great significance in chemical enterprises; it enables thorough analysis of the problems existing within such enterprises, serves as an important benchmark for performance evaluation, and is also a crucial element for the proper operation of the enterprise. Fifth, relying blindly on external references without making reforms based on the actual conditions of one’s own company – management is a systematic and comprehensive task; improving just one aspect alone cannot bring about substantial changes to the company. It is not sufficient to rely solely on the opinions of one person, as this will not only fail to enhance the company’s production efficiency but may also cause unforeseen losses. Therefore, strict selection must be carried out during the management process. If possible, such methods can first be tried out on a pilot basis; once it is proven that they can indeed improve the company’s performance, then they can be adopted across the entire organization. The success of enterprise management varies from one case to another; it is difficult to replicate such success. Given the differences in each company’s specific circumstances, the approaches adopted must necessarily differ as well. Enterprises must always focus on managing in accordance with their own actual conditions, and it is strictly forbidden to manage in a way that ignores these realities. 2 Main Approaches to Improving the Management of Chemical Enterprises Given the varying conditions of chemical enterprises, each company has its own priorities and production methods; therefore, it is necessary to analyze each situation individually. In the process of managing chemical enterprises, several aspects should be given attention: 2.1 Increasing output while reducing costs The most important criterion for evaluating chemical enterprises is efficiency, as it is the key factor determining the healthy development of such companies. It is essential to improve production technologies, accelerate the upgrading of production processes, and pay attention to the latest production technologies and methods in the industry, so as to ensure a significant improvement in both the quality and quantity of products. Appropriately adopt new production processes and equipment, choosing those that require less production time, fewer capital investments, and faster returns, and use this as a principle for selecting different processes. Among the measures to reduce energy consumption, it is essential to prioritize production stability, implement comprehensive management and requirements regarding the technical skills of employees, and ensure that those working are able to carry out their duties with high quality and efficiency, as well as operate equipment properly. By utilizing new information technologies and high-tech equipment, it is possible to maintain various conditions within the working environment, thereby reducing the workload, cutting energy consumption, and saving costs. 2.2 Strengthening personnel management There is a rule in businesses: 20% of the employees generate 80% of the output. Key managers must focus on managing these employees, improving their overall capabilities to ensure that they meet the required standards of competitiveness. Training and other initiatives should be used to enhance their overall quality and technical skills, enabling them to improve themselves and engage in creative learning. Especially in the chemical production process, it is necessary to adhere to the principle of continuous learning, never relaxing control over production volume, reducing production costs, and ensuring product quality. 2.3 Adopting a scientific and rational management model In chemical enterprises, management efficiency can be improved through effective cost management. Product costs mainly consist of fixed expenses such as depreciation costs for equipment, depreciation costs for factory buildings, and various other miscellaneous expenses in the workshops. Effective management involves reducing these fixed costs by appropriately cutting them down, so that there is a linear relationship between production volume and costs. Through proper control, production efficiency can be significantly improved. In chemical companies, the difference between the selling price of a product and the total cost of producing it is known as gross margin. However, in the chemical industry, price fluctuations are often significant, and in many cases products are sold at prices lower than their cost. As a result, it is necessary to increase the company’s production volume and sales to ensure its sustainable operation. 2.4 Emphasizing safe production In chemical enterprises, safety issues are of paramount importance and take precedence over all other matters; only by ensuring safe production can such enterprises achieve development. Due to security concerns, there are few requirements under normal circumstances; they are mentioned several times during meetings, but little actual action is taken. Once safety issues arise, they inevitably lead to liability accidents, and the primary responsible parties are the employees working on the front line. Therefore, when emphasizing safety issues, the main group that needs to be addressed are these frontline employees. Only by ensuring that employees can operate in accordance with relevant technical standards and take appropriate actions to resolve problems when they occur can safety accidents be effectively prevented. When a safety accident occurs, it is essential to pay thorough attention to the causes of the accident, the persons responsible for it, and the corrective measures that need to be taken. The responsible parties must be dealt with appropriately, and strict control must be exercised over safe production. 3 Conclusion In chemical enterprises, good management is an important measure for improving production efficiency, a crucial guarantee for ensuring safe and orderly production, and a key way to maximize the enterprise’s interests. Managers must strictly control various aspects of operations, place emphasis on safe production, adopt reasonable, scientific, and effective management methods, establish feasible rules and regulations to manage the enterprise comprehensively, and prioritize the overall interests of the company.
