On the 10th, the Ministry of Industry and Information Technology issued a notice titled \"On Launching the Industrial Data Foundation Building Initiative to Carry Out Pilot Projects for the Creation of High-Quality Industry Datasets to Support Artificial Intelligence,\" with the aim of overcoming the bottlenecks in the collection, gathering, and utilization of industrial data. The notice states that by the end of 2026, a number of industry data cooperation consortia will be established, platforms for the reliable interconnection of data in key industries will be developed, various industry data resources will be gathered, key data technologies will be researched and developed, industrial data standards will be created, and high-quality, standardized, and usable industry data sets will be produced, thereby enabling the implementation of applications such as industry-based large models and industrial agents. Regarding the entities responsible for implementation, the notice specifies that focus should be placed on key manufacturing sectors with a solid foundation for digital transformation and great potential for tapping into data value. By leveraging four types of entities – enterprises in these key sectors, platform organizations, advanced manufacturing clusters, and cities that serve as pilots for the digital transformation of small and medium-sized enterprises – efforts will be made to establish a number of consortia to carry out pilot projects. Regarding key tasks, the notice states that by leveraging consortia, platforms for reliable interconnection of data in key industries should be established. Four types of resource databases shall be created: an industry data resource database, a database for research on data technologies, an industrial data standards database, and a database of high-quality industry datasets. Furthermore, applications such as the use of industry-wide large models and the development of industrial agents should be implemented in key areas such as research and design, pilot testing, and manufacturing. In addition, the notice requires that relevant parties increase resource allocation and actively seek financial support through channels such as those designated for \"key projects.\" Local industry and information technology authorities are encouraged to support pilot projects through special funds, government incentives, and other means.
