When a burst disc is used in conjunction with a safety valve, will leakage occur if the burst disc does not break? During maintenance, if a person enters the container, is it necessary to install a blind flange in front of the burst disc?

Whether a rupture disc is used or not, leakage can still occur at the sealing point. However, inside the pipeline, no leakage will take place as long as the rupture disc does not break (this is probably what the original poster wanted to ask). In operations in confined spaces, if there is a risk that hazardous materials could flow back to the area where the rupture disc is located, or if that area is connected to other pipes in the system, it is necessary, for safety reasons, to remove the rupture disc or install a blind flange
Zero leakage of the rupture disc means that there is no leakage from the inlet side of the rupture disc to its outlet side as long as the disc has not ruptured; however, the sealing between the rupture disc and the flange is another matter
