Lightning protection and grounding issues for skid-mounted natural gas processing units

Recently, an inspection was conducted at the oil field, and the skid-mounted natural gas processing unit has been equipped with lightning protection and grounding systems. According to the inspection requirements, pressure vessels that are fixed to the skid foundation also need to be grounded separately. Are there any relevant regulations regarding this? Could someone please explain it?
Where specified by standards, the container can use a steel structure with its base grounded
