What’s the reason why the slurry tank can’t be heated?

There is a 3000 m3 slurry storage tank, with the liquid level inside at 3300 mm. There are two sets of heaters in the tank at a height of around 600 mm; the steam inlet temperature is around 160°C, while the outlet temperature is around 155°C. It’s not clear why the temperature doesn’t rise and remains around 50°C.
The heat exchange effect is poor; with such a high outlet temperature, it’s clear that no heat exchange is taking place. Is there a layer of slurry wrapped around the heat exchange tube?
Can’t heat transfer occur if the heat exchanger is coated with slurry? The total reserve isn’t large, so it will take some time to heat up anyway
The key point is that a temperature gradient has already been established. You said the outlet temperature is around 155°C – what grade of steam is that? Is the output liquid or still steam?
The outlet temperature is still at 155 – that’s not appropriate, right? Is it because the opening degree of the outlet valve is too large, resulting in too short a steam exchange time? Or should we just verify whether the temperature reading is accurate? Consider how long it has been since heating started; if it hasn’t been long, you can wait and observe further. Generally, as soon as the temperature begins to rise, things will progress quickly!
