There are standards for setting up this operating platform; you can look them up. Since operations need to be carried out, it is not a logical approach to not provide an operational platform and thus put the operators at risk. For valves that are normally open or normally closed, it is possible to omit an operation platform. Also, the manual valve can be replaced with a self-regulating valve to achieve automatic control, which is also an option.
There are valves with local instruments and testing functions, as well as those with remote control; for those that require access via platform ladders, it is necessary to consider installing them at a higher height. Spending money in advance is cheaper than spending it later.
