There is a saying that during the production process when new equipment is put into use, it is normal for the static seals in the equipment’s pipelines to leak. The reason is that after starting up with the material fed in, temperature and pressure changes in the pipes cause stress on the sealing surfaces of the static seals, which may lead to leaks. I think such an assertion is incorrect; it’s purely an attempt to shift responsibility. That’s what the staff from installation companies usually say. If that reasoning holds, then can it be said that complete sets of equipment are also “unable to guarantee no leakage”?
Before feeding the material, a gas-tight pressure test is required as per regulations. Companies have two methods for tightening static seal points: 1) thermal tightening, and 2) tightening to completion in one step. It is necessary to specify which construction entity is involved, and the construction entity needs to provide the relevant data for tightening. I think the responsibility lies with both parties.

A gas-tightness test needs to be conducted; how could there be any leakage in that case? During driving, operations such as gradual pressure increase and gradual temperature rise followed by tightening are also necessary in order to prevent leaks. When does a leak become something normal then?
