**Suggestions of the Hebei Provincial Party Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Term Goals for 2035 (Adopted at the 11th Plenary Session of the 9th Hebei Provincial Party Committee, China*, November 8, 2020) The 11th Plenary Session of the 9th Hebei Provincial Party Committee, in earnestly studying and implementing the spirit of the 5th Plenary Session of the 19th Central Committee of the Party, put forward the following suggestions regarding the formulation of the 14th Five-Year Plan for Hebei Province’s national economic and social development and the long-term goals for 2035. The 14th Five-Year Plan period is the first five years after China has achieved the goal of building a moderately prosperous society in all respects and fulfilled its first centenary goal; it is a time to build socialism modernized in an all-round way and move toward the second centenary goal. It is also a crucial five years for building a strong economic province and a beautiful Hebei in the new era. We must maintain a political perspective, carefully summarize our work, thoroughly understand the current situation, and clarify our goals and tasks. Under the strong leadership of Comrade ** at the core of the ****, we must forge ahead bravely toward the second centenary goal and the Chinese Dream of the great rejuvenation of the Chinese nation. 1. During the 13th Five-Year Plan period, decisive achievements were made in building a moderately prosperous society in all respects in Hebei. “The 13th Five-Year Plan period was an extraordinary 5 years in the development trajectory of our province. With unwavering commitment to our original aspirations and mission, and through persistent effort and determination, the province achieved significant progress in economic and social development. Since the * of the Party, the Provincial Party Committee has united and led the vast number of Party members, cadres, and the general public across the province. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it has earnestly implemented the important instructions and directives of **** as well as the decision-making arrangements made by ****. By thoroughly applying the \"3689\" work strategy, it has strived to create a new landscape in the new era for building a prosperous economic province and a beautiful Hebei. First, the “three key initiatives” are advanced in close coordination, enabling major **strategies to be implemented more swiftly and yield results. The coordinated development of the Beijing-Tianjin-Hebei region has advanced further, with the medium-term goals largely achieved. The Beijing-Zhangjiakou high-speed rail and Daxing International Airport have been completed and put into operation, the tracks of the Beijing-Xiong’an intercity railway have been fully connected, and a number of major projects related to industrial relocation, such as the Beijing Hyundai plant in Cangzhou, have been completed and started operating. **The planning and policy frameworks for the new area have been largely established, and the construction of key areas and projects has commenced in full swing. Significant progress has been made in the development of the business service center, as well as the \"three schools and one institute\" and the \"Thousand-Year Forest\", creating a scene filled with cranes and intense construction activity. The venues and supporting facilities for the Beijing Winter Olympics have been largely completed. The development of ice and snow sports as well as related industries is progressing well. For two consecutive years, in 2018 and 2019, it received an “excellent” rating in national evaluations. The problem of absolute poverty has thus been resolved once and for all. **The concept of ecological civilization has taken root in people’s hearts, and efforts to prevent and control pollution have never been stronger. The PM2.5 concentration in cities with districts has dropped by over 34%, while the excessive extraction of groundwater has been reduced by 3.69 billion cubic meters in total. The forest coverage rate has reached 35%, resulting in more blue skies and white clouds over the Yanzhao region. Risks in various sectors have been effectively addressed and controlled, with strict adherence to the bottom line of preventing regional or systemic risks. Third, the comprehensive economic strength continues to improve, with notable results achieved in reducing overcapacity, adjusting the industrial structure, and promoting transformation. Gross domestic product reached a new level, with growth rates of 6.8% last year and 1.5% from January to September this year. The task of reducing excess production capacity set out in the 13th Five-Year Plan was completed ahead of schedule; steel production capacity was reduced from 320 million tons to less than 200 million tons, and Shijiazhuang Iron and Steel Company successfully carried out its relocation and renovation. The industrial structure of the province has historically shifted from \"secondary-industrial-primary\" to \"tertiary-industrial-secondary\", with the service sector contributing over 60% to the economy. The share of high-tech industries in the added value of industrial enterprises above a certain scale increased from 16% in 2015 to 20%. Fourth, reform and opening up have been comprehensively deepened and steadily advanced, significantly boosting the momentum for economic and social development. “Significant progress has been made in 9 key areas of reform, including the \"decentralization, regulation relaxation, and service improvement\" reform; initiatives such as \"dual innovation and dual services,\" \"three deepens and three improvements,\" and \"three innovations and four constructions\" have been carried out in succession. By integrating deeply into the Belt and Road Initiative, major events such as the China International Digital Economy Expo have been successfully held. The HBIS Serbia steel plant has become a model for international capacity cooperation, and innovations in the China (Hebei) Free Trade Pilot Zone have progressed steadily, resulting in a significant increase in Hebei’s level of internationalization and influence. Fifth, efforts to ensure and improve people’s livelihoods have never been greater, and the standard of living for the people continues to rise. We have conscientiously pursued a people-centered development approach, implementing 20 projects aimed at improving people’s well-being for three consecutive years; expenditures on people’s livelihoods accounted for over 80% of the total general public budget expenditures, and a large number of measures beneficial to the people were put into effect. The growth rate of residents’ incomes has continued to exceed that of the economy; last year and from January to September this year, the per capita disposable income of urban and rural residents increased by 9.5% and 4.9% respectively. It is expected that by the end of 2020, a total of 4.19 million new jobs will be created in urban areas. The accessibility of various levels of education has improved significantly, while people’s health standards and medical services have seen substantial improvements. The management of veterans’ affairs is among the best in the country. Sixth, innovation in social governance has been steadily advanced, and significant progress has been made in building a safe and law-based Hebei. The organizational systems at the township, street, rural, and community levels continue to be improved, while the modernization level of social governance systems and governance capabilities keeps rising. The work related to handling complaints has seen a \"five-fold decline\"; efforts to combat crime and the practice of \"three investigations per case\" have been recognized by central leadership. The situation regarding work safety remains generally stable, and the \"three lines of defense\" have become even more robust and reliable. Through arduous and unremitting efforts, the goals and tasks set out in the 13th Five-Year Plan are on the verge of being achieved, and the successful establishment of a moderately prosperous society in all respects is within sight, which represents an important milestone in Hebei’s development process. The entire province must make continued efforts and stay determined to ensure that the battle against poverty is won on schedule, and to ensure that a moderately prosperous society in all respects is achieved by that deadline. There are numerous favorable conditions for its continued development. From Hebei’s perspective, our province enjoys significant geographical advantages; major strategic initiatives and key events bring unprecedented valuable opportunities as well as strategic support ； The industrial system is well-developed, the process of agricultural modernization is accelerating, the industrialization framework continues to improve, and the role of the service sector in driving economic growth has become significantly stronger ； It boasts significant transportation advantages; world-class urban agglomerations, the Beijing-Tianjin-Hebei airport network, and the Bohai Sea port cluster all provide a solid foundation for integration into both domestic and international markets ； The market potential is vast; the two major cities of Beijing and Tianjin, along with the urban and rural areas of our province, possess enormous domestic demand potential ； Optimizing the political ecosystem, with cadres who are loyal, committed, and proactive in their work, has become a widespread consensus and conscious effort across the entire province to serve as a \"moat\" for governance in the capital. It should also be noted that our province is in a crucial stage of transformation and upgrading, facing significant challenges, with an industrial structure that remains overly reliant on certain sectors ； The ability for independent innovation is insufficient, and the fragmentation of scientific and technological resources is a prominent issue ； Coordinated regional development is insufficient, and the process of new urbanization is lagging behind ； The pace of reform and opening up is insufficient, and the degree of marketization and internationalization is low ； The resource and environmental capacity is insufficient, making the tasks of pollution prevention and control as well as ecological restoration arduous. By 2035, fully achieve the long-term goals of building a strong economic province, a beautiful Hebei, and basically realizing socialist modernization. The \"**Recommendations of the Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives through the Year 2035\" (hereinafter referred to as the \"****Recommendations\"), adopted at the Fifth Plenary Session of the 19th CPC Central Committee, outline a grand blueprint for China’s economic and social development over the next 15 years. The Party leader has a deep understanding of Hebei and a strong affection for it; he has visited Hebei on seven occasions since taking office, delivering a series of important speeches and giving a range of key directives that have pointed the way forward for Hebei’s development and provided fundamental guidance. To plan and advance Hebei’s economic and social development during the 14th Five-Year Plan period, it is essential to always keep in mind the earnest teachings and instructions of ****, to strengthen the \"four consciousnesses,\" firm up the \"four confidences,\" and achieve the \"two upholds.\" We must unremittingly work to ensure that ****’s important directives and decisions yield even more fruitful results in the region of Yan Zhao, and we must resolutely serve as a protective barrier for the capital’s governance. 4. Guiding principles for economic and social development during the 14th Five-Year Plan period. Solid steps have been taken in governing the province in accordance with the law; social fairness and justice have been further enhanced; the social governance system based on joint construction, management, and sharing has become more robust; the grassroots foundation has been strengthened; the capacity to respond to major public emergencies, as well as the ability to prevent, mitigate, and recover from disasters, has improved significantly; mechanisms for preventing and addressing major risks and ensuring safe development have been continuously refined; and the iron wall protecting the safety of the capital has become even stronger and more reliable. We must continue to mobilize the efforts of the entire province to successfully carry out the “three major tasks” and foster a new pattern of development for the “two wings”. We will thoroughly implement the development strategy driven by these two wings: using the relocation of non-capital functions from Beijing as a key lever to promote deeper and broader coordinated development among Beijing, Tianjin, and Hebei; leveraging the development of the ** New Area to drive progress in central and southern Hebei and even the whole province; and seizing the opportunity presented by the Beijing Winter Olympics to advance the development of the Zhangbei region. 7. Actively build a new pattern for coordinated development in the Beijing-Tianjin-Hebei region. We will continue to implement the functional roles of the \"three zones and one base,\" and accelerate the development of this area into a major national hub for modern commerce, trade, and logistics, a pilot zone for industrial transformation and upgrading, a demonstration area for new-type urbanization and integrated urban-rural development, as well as a support area for the ecological environment in the Beijing-Tianjin-Hebei region. Increase efforts in industrial relocation, transportation integration, and ecological environment improvement, strive for new breakthroughs, work to build a \"Beijing-Tianjin-Hebei on rails,\" and basically establish a safe, convenient, intelligent, efficient, and green integrated transportation system. Deepen joint construction, joint prevention, and joint management, and improve the coordination mechanisms for regional ecological environment protection as well as the ecological compensation mechanisms for river basins. Focus on developing platforms such as the Beijing Daxing International Airport Air Economy Zone, Caofeidian District, Lutai·Hangu, Bohai New Area, Zhengding New Area, Beidaihe New Area, Xingdong New Area, Southern Hebei New Area, and Binhu New Area, in order to foster industrial cooperation and complementarity with Tianjin and Beijing. Support the coordinated development between the three northern counties of Langfang City and Tongzhou District in Beijing. Promote the extension of high-quality education and medical resources from Beijing and Tianjin to Hebei, and accelerate the joint development and sharing of basic public services. Improve the long-term mechanisms for coordination and cooperation at all levels among Beijing, Tianjin, and Hebei, and advance the integration of factor markets such as those for people flow, logistics, and information flow. 8. Advance the construction and development of the **new district with high standards and high quality. Adhering to a global perspective, international standards, Chinese characteristics, and a high standard of positioning, we will thoroughly implement the planning framework and strive to create \"**quality\". Coordinate the development of the launch area, initial development zone, and key areas, and focus on major infrastructure projects in areas such as smart cities, sponge cities, transportation networks, water management and flood control, municipal infrastructure, ecological protection, and public services. Strengthen the management and protection of the ecological environment in Baiyangdian, and focus on the development of the “Millennium Beautiful Forest”. Vigorously develop high-end and high-tech industries to create a global hub for innovation. Organize the 2022 Beijing Winter Olympics and Paralympics with great care. Build first-class Olympic venue facilities, and establish an infrastructure support system that combines regular competitions with advanced capabilities, while ensuring interconnection and sharing. Organize the “Meet in Beijing” series of test events at a high standard, and ensure excellent service and support for the events as well as promote the Winter Olympics. Advance the Winter Olympics legacy program, enhance the comprehensive utilization of venues after the events, and develop the event economy, exhibition economy, forum economy, etc. Increase the popularity of winter sports and vigorously develop the winter sports industry. Develop the Olympic economy in line with the prevailing trends, establish Zhangjiakou as a **renewable energy demonstration zone** and a **national-level hydrogen industry demonstration city**, turning it into an important pillar for Hebei’s development, and strive to deliver \"two outstanding results\". Adhering to the guidance of new development concepts, we will accelerate the development of a modern industrial system and promote the optimization and upgrading of the economic structure. We will make further progress in building a strong manufacturing province, a province with high quality standards, a strong digital infrastructure, and a modern digital Hebei. The focus of economic development will be placed on the real economy, advanced manufacturing, and the marine economy, with efforts to foster coordinated development among these areas as well as in technological innovation, modern finance, and human resources, thereby enhancing the quality and efficiency of the economy as well as its core competitiveness. 10.
