The 9th Plenary Session of the 13th Jiangsu Provincial Committee of China thoroughly studied and implemented the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party as well as the important speeches and directives given by **** during his inspection of Jiangsu, and put forward the following recommendations regarding the formulation of the province’s 14th Five-Year Plan for national economic and social development and the long-term goals for the year 2035. I. (1) During the 13th Five-Year Plan period, Jiangsu achieved historic accomplishments in its development. “During the 13th Five-Year Plan period, amid a complex macroenvironment and unprecedented risks and challenges—particularly the severe impact of the COVID-19 pandemic—the entire province adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It resolutely implemented all decisions and arrangements made by the CPC Central Committee, fully carried out the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding Jiangsu’s work. Keeping firmly in mind the overarching goal of building a “prosperous, wealthy, beautiful, and highly civilized” Jiangsu, the province deepened its efforts toward achieving the “two focuses and one high” objectives, fought tenaciously to win the three critical battles, and strived to promote high-quality development. As a result, it is on the verge of successfully fulfilling all targets and tasks outlined in the 13th Five-Year Plan. The goal of building a moderately prosperous society in all respects at a high level is within reach. Major strategic achievements have been made in the fight against the COVID-19 pandemic, and significant phased progress has been made in building a new Jiangsu that is prosperous, wealthy, beautiful, and highly civilized. The overall economic strength has improved significantly, with high-quality development becoming the main theme. It is expected that the province’s gross regional product will exceed 10 trillion yuan. Per capita GDP will remain the highest among all provinces and autonomous regions in China. The foundation of the real economy will be further strengthened, with the proportion of high-tech industries increasing by about 5 percentage points. The share of R&D investment in GDP will reach 2.82%. The urbanization rate will hit 72%. Grain production is projected to reach 74.58 billion jin. Significant progress will be made in the development of a modern, comprehensive transportation system. Provincial integration will be accelerated across the board, and a pattern of high-level opening up to the outside world will take shape rapidly. The living standards of the people continue to improve, and the public’s sense of gain, happiness, and security is constantly increasing. Residents’ incomes have continued to rise; 2.549 million people from low-income households on the registration list have been lifted out of poverty. Housing conditions for farmers in northern Jiangsu have been improved for 200,000 farming families. New urban jobs have exceeded 7 million, and the standardization level of basic public services is over 90%. The supply of high-quality education services at the senior high school and university levels has been continuously expanded. The development levels in areas such as residents’ health, elderly care, childcare, housing, sports, and support for people with disabilities are among the best in the country. 102 impoverished counties at the ** level have been helped to overcome poverty through targeted assistance. The region has taken the lead in balancing epidemic prevention and control with economic and social development, making significant contributions to the overall situation across the country. Efforts to protect the ecological environment have never been greater, with environmental quality improving from a local level to an overall improvement. Transformative changes have taken place in the ecological and environmental protection within the Yangtze River Economic Belt. Significant progress has been made in the management of areas such as Taihu Lake and those affected by heavy industry along the river. The efforts to combat pollution have achieved their phased goals; the regional water quality and air quality have improved markedly, and the efficiency of resource utilization has increased substantially. The number of cities that are considered ecologically friendly and green cities ranks among the highest in the country, with ecological priority and green development serving as guiding principles. The overall level of social civilization has been improved, and cultural confidence has become even stronger. The core socialist values have taken root in people’s hearts. Cultural undertakings and industries are thriving. The development of the Jiangsu section of the Grand Canal Cultural Belt is progressing at a high quality. The number of national civilized cities in Jiangsu ranks first in the country. Amidst major tests such as the fight against the pandemic and floods, the people’s confidence in and pride in the leadership of the Communist Party of China and the system of socialism with Chinese characteristics have reached unprecedented levels. Comprehensive deepening of reform has advanced steadily, and positive progress has been made in modernizing the provincial governance system and governance capabilities. Significant breakthroughs have been achieved in reforms of key areas and critical links; the governance capabilities in areas such as urban-rural integration, ecological environment, public health, work safety, rule of law, and community safety have been further enhanced. The entire province is more determined than ever to pursue development, strive for excellence through learning from others, which lays a solid foundation for writing a new chapter of prosperity, strength, beauty, and high standards. As development progresses, these goals evolve and rise to new heights, playing a key role throughout the process of building a moderately prosperous society in all respects and advancing socialist modernization in Jiangsu. ““Striving to be role models, setting examples, and taking the lead” represents the new mission and requirements for our province as it enters a new phase of modernization efforts following the accomplishment of building a moderately prosperous society in all respects at a high level. This aligns with and continues the spirit of a series of important speeches and instructions by **** regarding Jiangsu’s work; at the same time, it carries even greater expectations and imposes heavier responsibilities. Party organizations at all levels across the province, as well as the vast number of Party members and cadres, must proceed from the perspective of strengthening the \"Four Consciousnesses\", firming up the \"Four Confidences\", and achieving the \"Two Upholds\". They should take \"striving to set an example, acting as a model, and leading the way\" as the guiding principle for development during the 14th Five-Year Plan period and beyond. By consciously aligning themselves with these standards, they must maintain a spirit of innovation, exert efforts in creation, and uphold a pragmatic work style. Through new practices, they should continuously push forward the construction of a new Jiangsu that is strong, prosperous, beautiful, and advanced, striving to create a new landscape in socialist modernization. (III) Opportunities and challenges in the new stage of development. At present and for some time to come, the development of our province remains in a period of significant strategic opportunities, yet both opportunities and challenges have undergone new developments and changes. In terms of challenges, on the one hand, the profound changes unseen in a century worldwide, coupled with the global pandemic of COVID-19, have led to significant adjustments in the international political, economic, technological, cultural, and security landscapes. The world economy has experienced a deep recession, with increased instability and uncertainty. Jiangsu has a high degree of economic dependence on external factors, making it even more vulnerable to the challenges posed by changes in the international environment ； On the other hand, the issue of uneven and insufficient development within our province remains quite prominent. The reform tasks in key areas and critical links are still arduous; the industrial structure is generally located in the mid-to-lower levels of the global value chain. There is an urgent need for breakthroughs in scientific and technological innovation as well as in industrial innovation. Infrastructure development still has shortcomings, and the task of improving the ecological environment is considerable. There are still disparities in urban-rural and regional development as well as in income distribution. These deep-seated contradictions and problems must be addressed with greater effort, through comprehensive measures, and in a systematic manner. At the same time, amidst these major changes and challenges lie tremendous opportunities. These opportunities arise from the fact that peace and development remain the dominant themes of our era; the trend toward economic globalization is irreversible; humanity has entered a new era of interconnectedness; and science and technology are advancing at an accelerating pace ； The opportunity lies in **making a series of major strategic arrangements to drive innovation breakthroughs, accelerate industrial upgrading, establish a new development pattern, and create new drivers for high-quality development** ； The opportunities lie in the fact that our country has transitioned to a stage of high-quality development: the economy shows long-term growth potential, there is vast market potential, and our economy boasts strong resilience. The people’s aspirations for a better life continue to rise, and these promising prospects are attracting an increasing number of international talents and outstanding enterprises to come to China ； The opportunity lies in the fact that Jiangsu has, through its long-term development, built up a strong economic foundation, innovation capabilities, industrial competitiveness, and cultural soft power. The implementation of the three major strategies – the Belt and Road Initiative, the development of the Yangtze River Economic Belt, and the integration of the Yangtze River Delta region – creates vast prospects for future development ； It is particularly important that ****has assigned Jiangsu a new mission and set new requirements for it to \"set an example, serve as a model, and take the lead,\" which points out the direction for us to move forward and provides us with strong motivation. The entire province must focus on the \"two overarching situations,\" enhance its awareness of opportunities as well as risks, deeply understand the new contradictions and challenges arising from the complex international environment, fully recognize the new characteristics and requirements of the new stage of development, and be aware that dangers and opportunities coexist, that there are opportunities within threats, and that threats can be turned into opportunities. It is necessary to maintain strategic determination, adopt a bottom-line mindset, grasp the laws of development, strive to seize opportunities in times of crisis and create new prospects amid changes, and resolutely achieve further success in development during the 14th Five-Year Plan period, so as to lay a solid foundation for comprehensively building a modern socialist society. (IV) Long-term goals by 2035. Our province will be the first to basically achieve socialist modernization, reaching a higher level and leading the way. (5) Guiding principles for economic and social development during the 14th Five-Year Plan period. Holding high the great banner of socialism with Chinese characteristics, we thoroughly implement the spirit of the Party’s * and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. Guided by Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of \"Three Represents,\" the Scientific Outlook on Development, and ** Thought on Socialism with Chinese Characteristics for a New Era, we fully carry out the Party’s basic theories, basic lines, and basic strategies. We earnestly implement the important speeches and instructions of **** regarding work in Jiangsu, advance the overall strategy of \"five-sphere integration,\" coordinate the implementation of the \"four-pronged comprehensive strategy,\" focus on the overall goal of building a prosperous, strong, beautiful, and high-quality society, and unswervingly uphold the new development philosophy. Adhering to the general principle of making progress while maintaining stability, with high-quality development as the theme, deepening supply-side structural reforms as the main focus, innovation and reform as the driving force, and meeting the people’s growing needs for a better life as the ultimate goal, we balance development and security, accelerate the construction of a modern economic system, strive to set examples in innovation and reform as well as in promoting high-quality development, serve as a model in helping the whole country establish a new development pattern, and take the lead in achieving socialist modernization. (VI) Basic requirements. To promote development during the 14th Five-Year Plan period, it is necessary to follow the principles established by the Central Committee: upholding the Party’s overall leadership, putting the people at the center, adhering to the new development philosophy, continuing to deepen reform and opening up, and adopting a systematic approach. While keeping in mind the significant mission entrusted by ****, its important role within the national context, and the actual conditions of Jiangsu’s development, it is essential to firmly adhere to the following requirements. Continuously and thoroughly promote the emancipation of the mind. Entering a new stage of development, there are many things we need to do for which there are no precedents. We must persist in using **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to liberate and unify our thinking, striving to understand not only what something is but also why it is so and why it is inevitable. We need to correct all ideas, mental patterns, path dependencies, and working methods that are inconsistent with **Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the new development concepts. By maintaining the determination and courage of pioneers, we can ensure that the decisions and arrangements made by the central government are implemented in Jiangsu in a more creative manner, thereby fully demonstrating Jiangsu’s role as a leader in exploration, innovation, and modernization efforts. Strive to handle well the relationship between stability and progress. In the face of risks and challenges on the path forward, \"stability\" is the overarching principle and the overall situation, while \"progress\" is the direction and the goal. The important principle of making progress while maintaining stability must be applied throughout the entire process and in all areas of economic and social development. We must maintain stability amid changes while having the confidence to make progress, and exhibit the determination needed to optimize the structure. We should neither pursue rapid development at the expense of prudence nor remain inactive in the name of stability. Development should proceed on the premise of firmly upholding the four fundamental principles of stability, safety, ecology, and integrity. By driving changes in quality, efficiency, and momentum, we can unleash new vitality. As we embark on this new journey of modernization, we must strive to learn from others, catch up with them, and achieve development that is of higher quality, more efficient, fairer, more sustainable, and safer. Strive to improve the ability to grasp laws and patterns. Only by deeply understanding and grasping the underlying laws can one truly maintain strategic resolve and gain greater initiative. We must pay greater attention to studying and grasping the major laws governing such aspects as the transformation of the principal social contradictions, technological revolutions and industrial transformations, global development and progress, and the building of socialism with Chinese characteristics. We should adhere to seeking truth from facts, emphasize systematic thinking, and strengthen forward-looking considerations, overall planning, strategic arrangements, and holistic implementation. In this way, we can continuously enhance our ability and level to implement the new development philosophy, foster a new development pattern, and achieve high-quality development. Promote the spirit of taking the lead in experimentation and being brave in exploration. Pioneering the way for national development has always been the central government’s requirement for Jiangsu; taking the lead in experimentation and striving for excellence are valuable experiences and fine traditions in Jiangsu’s reform and development. In the new efforts toward modernization, all planning and decision-making regarding various goals should be guided by the principle of \"striving to set an example, serving as a model, and taking the lead.\" It is necessary to conduct thorough self-assessments, explore boldly, and be innovative, in order to find ways to address issues related to unbalanced and inadequate development. Regional initiatives can serve as a foundation for advancing modernization across the country and help accumulate experience. Grasp, firmly hold, and effectively implement the overarching strategic measures. To achieve the goals and tasks of the new development stage, it is essential to identify strategic levers that can drive overall development. (VII) Main objectives. Aiming at the long-term goal for 2035 and taking into account future development trends and conditions, Jiangsu’s economic and social development during the 14th Five-Year Plan period should achieve the following key objectives. ——High-quality development has reached a new level. Economic operations have become more stable; the economic structure has been further optimized. Innovation capabilities have seen a notable improvement, while the advancement of industrial foundations and the modernization of industrial chains have also been significantly enhanced. A globally influential center for industrial science and technology innovation, an internationally competitive base for advanced manufacturing, and a two-way open hub with global appeal have essentially taken shape. A development pattern featuring cross-river integration, coordinated efforts between the north and south, and the coordinated development of rivers, seas, lakes, and waterways has basically been established. The standards of people’s living conditions in terms of clothing, food, housing, transportation, health care, and entertainment have seen significant improvements, and their needs for a high-quality life are continuously being met. ——High-efficiency governance has achieved further improvements. Under socialism, the rule of law is further strengthened, fairness and justice are more prominently upheld, administrative efficiency and credibility are significantly improved, the level of social governance, especially at the grassroots level, has seen notable improvements. The systems for preventing and addressing major risks continue to be refined, emergency response capabilities for public incidents have been comprehensively enhanced, and the ability to prevent, cope with, and recover from disasters has improved markedly. Safety guarantees for development have become stronger, and institutional advantages are better translated into effective governance outcomes. ——Beautiful Jiangsu shows a new face. Significant progress has been made in modernizing the systems and capabilities for ecological and environmental governance. The vitality of green development continues to grow; resources and energy are utilized in a more intensive and efficient manner. The quality of the ecological environment has markedly improved, while the supply of ecological products has steadily increased. Ecological security barriers have become stronger. The spatial layout for building a beautiful Jiangsu has basically taken shape. The beauty of nature, the livability of urban and rural areas, the charm of water-related culture, and the appeal of green development have begun to manifest. Jiangsu has essentially become a model province for building a Beautiful China. ——Social civilization has reached a new level. The core socialist values have taken root in people’s hearts. The ideological, moral, scientific, cultural, physical, and mental qualities of the people across the province have been significantly improved. Public cultural services have seen enhanced quality and efficiency; the cultural industry system has become more robust. A wealth of outstanding artistic works continue to emerge, and Jiangsu’s cultural identity has become even more prominent. People’s spiritual and cultural lives are becoming increasingly rich, further boosting Jiangsu’s cultural influence. The efforts to build Jiangsu into a culturally strong province have achieved new strides. ——Reform and opening up have created new advantages. Reforms in key areas have given rise to distinctive brands; a high-standard market system has been essentially established; the market-based allocation of factors has become more efficient; market entities have gained greater vitality; the system for fair competition has been further improved; a new high-level open economic system has taken shape. An open pattern featuring connectivity between the domestic and international markets as well as mutual support between the east and west is being rapidly developed, playing an important strategic role as a supporting pillar within the domestic economic cycle and as a strategic hub in both the domestic and international economic cycles. II. Further emphasize the central role of innovation and strive to set an example in reform, innovation, and the promotion of high-quality development. We will thoroughly implement the core strategy of innovation-driven development as well as the strategies aimed at strengthening the province through science, education, and talent. Initiate the construction of laboratories in Jiangsu Province; support Zijinshan Laboratory, Gusu Laboratory, and Taihu Laboratory in their efforts to become **laboratories. Deepen the reform and innovation of provincial industrial technology research institutes, make full use of platforms such as technology property rights trading markets, and build **major scientific and technological infrastructure** in key fields such as new materials, biomedicine, communication networks and information science, and space astronomy, striving to include more platforms within the **innovation system**. Strengthen the role of enterprises as the main drivers of innovation, encourage the convergence of various innovation elements within enterprises, support leading enterprises in establishing new types of innovation consortia, and promote cooperation among industry, academia, and research through physical platforms and specific projects, thereby expanding clusters of innovative enterprises led by high-tech companies. Improve the mechanism for collaborative research on key core technologies, and achieve a number of substantial results in basic research on cutting-edge leading technologies as well as in forward-looking industrial technology innovation. Explore mechanisms for the discovery and formulation of cutting-edge, original scientific questions, and support leading scientists in carrying out a number of long-term, high-risk major basic research projects. Adhere to open innovation, deepen and expand global industrial innovation partnerships, actively participate in international large-scale scientific programs and projects, and integrate into the global innovation network. Create a competitive innovation and entrepreneurship ecosystem. Improve major scientific and technological public service platforms, refine mechanisms for the efficient transfer and transformation of scientific and technological achievements, establish provincial-level pilot-scale incubation funds, and improve the support and operation mechanisms for pilot-scale projects. Amend the Regulations on Scientific and Technological Progress in Jiangsu Province. Improve the organizational management methods for science and technology projects by implementing systems such as open competition for project leadership. Improve the science and technology evaluation system and incentive mechanisms, and grant greater autonomy to universities, research institutions, enterprises and public institutions, as well as researchers. Accelerate the development of high-level research universities and strengthen the training of talent in basic research. Comprehensively strengthen intellectual property protection, enhance the capacity for systematic protection across the entire value chain, and establish a number of **pilot cities for intellectual property, pilot counties for strengthening such protection, as well as pilot parks. Accelerate the development of a strong manufacturing province. Focusing on the development of advanced manufacturing clusters, we will make every effort to advance the upgrading of industrial foundations and the modernization of industrial chains, aiming to become a national model area for high-quality development in manufacturing. Implement the industrial foundation reconstruction project to accelerate progress in addressing the weaknesses in the five key areas: core basic components and parts, key basic materials, advanced basic processes, industrial technology foundations, and basic software. Implement the project to build excellent industrial chains, strive to raise the overall development level of key industrial chains and strengthen their leading position in the domestic market, aim to significantly enhance the autonomy and comprehensive competitiveness of these excellent industrial chains to international advanced levels, and establish necessary industrial backup systems. Vigorously implement the \"Strengthening Enterprises\" initiative, formulate plans for enterprise development, and foster a group of \"chain leader\" enterprises, a group of hidden champion enterprises, and a group of specialized, high-quality, innovative enterprises. Support leading enterprises in strengthening vertical integration of the industrial chain and promoting cross-regional coordinated development of the industrial chain. Accelerate the development of high-tech industries such as next-generation information technology, advanced equipment manufacturing, new materials, green and low-carbon technologies, biotechnology, and new pharmaceuticals; foster a number of strategic emerging industry clusters that are at the leading level in their respective sectors; and create a range of well-known brands with global influence. Vigorously advance the construction of quality infrastructure, and strengthen the development of systems and capabilities in areas such as standards, metrology, and patents. Carry out large-scale technological upgrades, fully promote intelligent manufacturing, and drive the high-end, intelligent, and green development of traditional industries with advantages such as chemicals, steel, textiles, and machinery. Support mergers and reorganizations among enterprises, accelerate the phase-out of outdated production capacity, and systematically eliminate zombie enterprises. Efforts should be made to promote the upgrading of modern service industries. We will further promote the integration of the primary, secondary, and tertiary industries, implement the ten-year plan to double the scale of producer services, accelerate the improvement of the quality of consumer services, and foster the clustered development of headquarters economies through coordinated efforts across all regions. We aim to cultivate a number of provincial-level demonstration zones for the clustered development of modern services, thereby establishing a domestically leading hub for modern service industries. Implement the “Internet+”, “Intelligence+”, and “Blockchain+” initiatives to elevate the development level of sectors such as the sharing economy, bioeconomy, and platform economy. Further enhance the influence of events such as the Jiangsu Development Conference, the World Internet of Things Expo, the World Intelligent Manufacturing Conference, the Global Jiangsu Entrepreneurs Conference, and the East Asian Entrepreneurs Taihu Forum. Significantly improve the level of agricultural modernization. We must ensure that we keep our food supply firmly in our own hands. We will implement the strategies of storing grain in land and through technological advancements, further promote the High-Quality Grain Project, intensify efforts to develop high-standard farmland, strengthen grain production zones and protected areas for key agricultural products. Additionally, we will bolster the development of grain bases in northern and central Jiangsu to ensure stable and high grain yields. Strengthen the research and development of new technologies and varieties in the seed industry, and tackle key technologies related to seed sources that pose bottlenecks. Deepen the structural reform on the agricultural supply side, placing greater emphasis on improving the intrinsic quality of agriculture. Develop high-quality, high-value-added specialty agriculture as well as ecological and smart agriculture. Foster and strengthen a number of rural industries with output values exceeding 100 billion yuan, well-known agricultural brands under the “Su” brand, and leading agricultural enterprises at the provincial level or above. Build the Nanjing **Agricultural High-Tech Industry Demonstration Zone and the Nanjing **Modern Agricultural Industry Science and Technology Innovation Demonstration Park at a high standard. Establish new provincial-level agricultural high-tech zones and modern agricultural demonstration parks, and actively create **green agriculture development pilot zones and **modern agricultural industrial parks. Strengthen the construction of modern agricultural infrastructure, promote the mechanization and intelligence of agriculture, and vigorously develop modern agricultural science and technology. Implement actions to upgrade agricultural product processing and the “Internet+” project for getting agricultural products from rural areas to urban markets, so as to ensure smooth connection between production and sales of high-quality and distinctive agricultural products, as well as fair pricing for them. Implement programs to develop high-quality farmers, vigorously foster new types of agricultural business and service entities, build a workforce of professional farmers, and promote the revitalization of rural talent. (10) Comprehensively advance digitalization. We will vigorously develop the digital economy, promote the industrialization of digital technologies and the digital transformation of industries, build a new national hub for innovative development in the digital economy, and strive to become a key node in the global information network. We will formulate an action plan for the development of the industrial Internet, accelerate the development of core industrial software in advantageous manufacturing industries, and foster a national hub for top-tier industrial software enterprises. We will also plan and construct industrially Internet data centers and new Internet exchange centers. Additionally, we will promote enterprises’ migration to the cloud, as well as the digital transformation of model factories and enterprises. Efforts will be made to establish a pilot zone for the integrated application of “5G + industrial Internet,” with the goal of building a nationally leading region in the industrial Internet sector—one characterized by innovation-driven growth, application leadership, and a vibrant ecosystem. It supports the development of the **-level Jiangsu (Wuxi) Internet of Vehicles Pilot Zone. Explore the establishment of pilot zones for financial support in technological innovation and reform, as well as pilot zones for digital currencies. Fully build a digital society by developing new types of smart cities and digital villages, thereby enhancing the level of intelligence in urban and rural public services, transportation and logistics, ecological conservation, social governance, and work safety. Accelerate the development of a digital ** ecosystem, advance the digital transformation of government services, establish a list of government service offerings, improve data-sharing systems and coordination mechanisms, promote the aggregation, development, and open access of public data resources, and make efforts to eliminate \"information silos\". Ensure data security and strengthen the protection of personal information. Actively participate in the formulation of international rules and standards in the digital field. (11) Further improve the level of coordinated urban-rural development in the region. Fully implement **major strategies** and integrate fully into the regional development framework; optimize the provincial land use pattern as well as the layout of key production forces. Make greater efforts to advance integrated provincial development and promote more balanced urban-rural development across the region. Optimize the territorial spatial layout. Accelerate the establishment of a national spatial planning system, optimize the spatial layout by taking the Yangtze River, Huai River, Beijing-Hangzhou Grand Canal, Taihu Lake, Hongze Lake, and coastal areas as guiding frameworks, coordinate ecological protection, urban planning, industrial development, and major infrastructure construction, promote balanced development of population, resources, and the environment, and achieve unity among economic, social, and ecological benefits. The areas along the river draw inspiration from world-class urban clusters, coordinate industrial transformation and upgrading with ecological environment protection, accelerate the development of industrial innovation zones characterized by high-quality growth, drive the modernization process across the province, and remain at the forefront of high-quality development in the Yangtze River Economic Belt ； In coastal areas, efforts will be made to further integrate land and sea development, promote coordination between rivers and seas, ensure connectivity between rivers, seas, and lakes, and foster integration among ports, industries, and cities. The goal is to vigorously develop a marine economy with Jiangsu characteristics, thereby creating an attractive coastal ecological belt, a cluster of towns with distinctive coastal charm, and a high-quality economic development zone that can serve as a new growth pole ； In the area along the Grand Canal, emphasis is placed on cultural uniqueness and ecological sustainability; high-quality cultural corridors, ecological corridors, and tourism corridors are developed together to create a beautiful central axis for Jiangsu ； Deepen systematic management of the entire watershed in the Taihu Lake area, strengthen its role as a hub for technological innovation, and build it into a world-class ecological and innovative lake region ； Along lakes such as Hongze Lake, Gaoyou Lake, and Luoma Lake, as well as along the Huai River and the former course of the Yellow River, ecological barriers are being established to highlight their ecological value and competitiveness, thereby creating a \"green heart area\" for Jiangsu’s development. Regions along rivers, coasts, and lakes support one another and complement each other’s strengths, thus creating a new pattern of integrated and coordinated development. Enhance the comprehensive carrying capacity of urban agglomerations, metropolitan areas, and central cities. Optimize the spatial layout and scale structure of towns, establish a town spatial pattern of \"compact towns and open areas,\" and form a multi-level system of \"city clusters—metropolitan areas—central cities—county towns and small towns.\" This will promote rational division of labor and coordinated development among large, medium, and small cities as well as small towns, ensure the efficient flow and aggregation of various factors, and enhance the economic and population carrying capacity of economic development hubs such as central cities and city clusters. Accelerate the improvement of the development level of the Yangtze River urban agglomeration, support Nanjing in striving to become a **central city, promote high-quality development of the Nanjing metropolitan area, speed up the integrated development of Ningzhenyang and Suzhichang, create urban clusters for cross-river integration such as Sutong and Xichangtai, and advance the construction of a pilot zone for cross-river integration between Nantong and Shanghai and Jiangsu. Accelerate the improvement of the development level and quality of coastal urban belts, urban belts along the Grand Canal, urban axes along the East Longhai Line, and the central cities in the Xuzhou-Huaihai Economic Zone. Promote innovative pilot projects for the high-quality development of jointly built parks in the north and south. Guide the diversified and characteristic development of small towns, and regulate the development of characteristic towns. Promote more balanced development between urban and rural areas. Taking into account the solid foundation for urban-rural integration in our province, and in line with the implementation of the strategy for rural revitalization, we will establish and improve mechanisms and policy frameworks for integrated urban-rural development. By strengthening support from industry for agriculture and from cities for rural areas, we will make breakthroughs in further narrowing the gap between urban and rural areas, thereby fostering a new type of urban-rural relationship characterized by mutual promotion between industry and agriculture, complementary development between urban and rural areas, and coordinated progress. Advance urbanization by using county towns as key hubs, enhance their comprehensive service capabilities, turn townships into regional centers that serve farmers, and encourage more flow of various resources such as talent, capital, medical services, education, technology, and culture to rural areas. Accelerate the integration of the systems for basic public services in urban and rural areas, and establish and improve mechanisms for the equitable distribution of educational resources between urban and rural regions, rural medical and health service systems, public cultural service systems covering both urban and rural areas, as well as a unified social security system for urban and rural residents. Actively promote the integration of the household registration system and the residence permit system, so as to encourage agricultural migrant workers who are capable of securing stable employment and living in urban areas to voluntarily settle in cities. Accelerate the development of the **urban-rural integrated development pilot zone in the Ningxi Chang area. Continue to strengthen support for the old revolutionary areas within the province. Deepen the work on targeted assistance and support cooperation. Vigorously promote the integrated development of the Yangtze River Delta region. Fully implement the Development Plan Outline for the Integration of the Yangtze River Delta region and Jiangsu’s implementation plan. Taking into account the region’s important role within the Yangtze River Delta, more proactive efforts should be made to coordinate relevant plans and address key issues. Greater efforts must be devoted to advancing \"six areas of integration\" – industrial innovation, infrastructure, regional markets, green development, public services, and integrated development across the entire province. Higher standards should be set for building demonstration zones for ecological and green integration in the Yangtze River Delta, as well as the Ningbo-Hangzhou ecological economic belt. Formulate strategies specific to each city in order to address the development challenges faced by the less developed areas within the province, and accelerate the integration of the regions north of the Yangtze River into the Yangtze River Delta integration framework. (12) Accelerate the improvement of the socialist market economic system. In light of the new requirements as reform enters a phase of comprehensive advancement and full implementation, in accordance with the unified directives of the Central Committee, and by focusing on the implementation of the new development philosophy, the promotion of high-quality development, and the establishment of a new development pattern, efforts are made to improve the socialist market economy system. Systematic progress is made in carrying out reforms in key areas and critical links, thereby fostering deep integration and efficient synergy between reform and development. Stimulate the vitality of various market entities. Deepen the reform of state-owned assets and enterprises, improve the supervision system for state-owned assets focused on capital management, and accelerate the optimization of the layout and structural adjustment of the state-owned economy. Implement the provincial regulations on optimizing the business environment; improve the institutional system for supporting the high-quality development of the non-public economy, including the private economy and foreign-funded enterprises; and refine the policy and regulatory framework for promoting the development of small, medium, and micro enterprises as well as self-employed individuals. Improve the policy framework for fostering a clean and healthy relationship between the government and businesses; establish standardized and institutionalized channels for government-business communication; and strive to leverage the role of industry associations and chambers of commerce. Establish the Jiangsu Zhang Jian Entrepreneurs Academy, designate a Jiangsu Entrepreneurs’ Day, promote the entrepreneurial spirit, and encourage entrepreneurs to better fulfill their responsibilities for development and society. Build a high-standard market system. Take actions to build a high-standard market system, establish and improve a unified and open market system for various factors of production, innovate methods for the market-based allocation of such factors as land, labor, capital, technology, data, energy, and environmental capacity, refine the mechanisms for the market-based operation and supervision of these factors, and improve the rules and service systems related to factor transactions. Solidly carry out the pilot program for taking on the authority to approve land use, and establish a management mechanism for data resource lists. Deepen the reform of the property rights system, and protect the property rights of private enterprises as well as the rights and interests of entrepreneurs in an equal manner in accordance with the law. Implement a fair competition review mechanism, strengthen anti-monopoly measures and prevent uncontrolled expansion of capital, coordinate the management of negative and positive lists, and improve the social credit system. Establish and improve the intellectual property protection system, strive to set up the China (Jiangsu) Intellectual Property Protection Center, and support cities divided into districts in establishing their own intellectual property protection centers. Actively strive to establish an intellectual property court in Jiangsu. Innovate **management and service methods. Fully implement the **list of powers and responsibilities system**, strive for greater breakthroughs in the reform of “approval without face-to-face contact”, improve the construction of an integrated government service platform, and advance the reform of non-face-to-face transactions in the field of public resources. Strengthen supervision during and after activities, and adopt an inclusive and cautious approach to regulating new industries and business models. Place emphasis on the development of government culture and humanistic care, in order to meet the needs of different types of service recipients. Accelerate the reform of the fiscal and tax system, establish a debt financing mechanism in accordance with the law, and promote the reform of the local tax collection and administration system. Accelerate the reform and innovation of local finance. Support Suzhou in carrying out pilot projects for the central bank’s digital currency. Deepen the reform of the classification of public institutions, and advance the reform of industry associations, chambers of commerce, and intermediary organizations. Comprehensively deepen rural reform. Improve the mechanism for steady growth in fiscal investment in agriculture, rural areas, and farmers; strengthen the coordinated allocation of funds related to agriculture; and increase the proportion of revenue from land sales that is allocated to agriculture and rural development. Improve the system of separating the three rights to rural contracted land; implement the policy of extending the land contract period by another 30 years after the expiration of the second-round contracts; liberalize the right to operate land; and regulate land transfers. Deepen the reform of the rural collective property rights system, develop and strengthen village-level collective economies, carry out reforms to allow collectively-owned commercial construction land to enter the market in accordance with laws and regulations, and advance the reform of rural homestead systems in a cautious manner. Improve the new rural financial service system, deepen the reform of rural credit cooperatives, support the development of inclusive finance in rural areas, and increase medium- to long-term credit support for rural revitalization. Develop agricultural insurance. Deepen the reform of the administrative management system in economically developed towns and streets. Strengthen the systematic integration of reforms. Make overall arrangements and thoroughly implement major reform pilots; support localities in carrying out differentiated and distinctive reforms; and promote coordinated breakthroughs in key areas such as technological innovation, open cooperation, green transformation, urban-rural integration, and social governance. Strengthen the integration and advancement of reforms across various regions and sectors, and create more reform brands in Jiangsu. Implement the main responsibility for reform, strengthen supervision and performance evaluation, and highlight the achievements of reform. III. Expand domestic demand at a high level to foster openness and smooth economic circulation, and serve as a model in helping to establish a new development pattern across the country. By fully leveraging Jiangsu’s role as an important starting point and connection point for domestic industrial circulation as well as its advantages as a key route in the international economic cycle, the region will use the expansion of domestic demand as a strategic foundation to integrate this strategy with deeper reforms on the supply side. It will also promote two-way openness between the east and west by focusing on the development of the Belt and Road intersection points, thereby pioneering effective approaches to help shape a new development pattern nationwide. (13) Accelerate the smooth operation of the economic cycle. Focusing on supply-side structural reforms while also paying attention to demand-side reforms, we will remove obstacles and address weaknesses, open up both domestic and international markets, streamline the operations of governments, households, and enterprises, and connect all stages of production, distribution, circulation, and consumption. This will create a higher level of dynamic balance in which demand drives supply and supply generates demand, thereby enhancing the overall efficiency of the economic system. It focuses on ensuring smooth circulation within industrial and supply chains, establishes platforms for matching supply and demand in key industries, promotes coordinated integration among upstream and downstream entities, as well as between production, supply, and sales, across large, medium, and small enterprises, thereby enhancing regional cooperation capabilities as well as the self-sufficiency and safety of product technologies. Leveraging a strong domestic market, it facilitates the flow of various production factors and promotes the rapid integration of transportation and logistics networks, consumer supply and demand sides, as well as monetary and financial systems. Implement projects to build an efficient distribution system and accelerate the development of a modern comprehensive transportation system. While continuing to advance high-speed rail construction, efforts should be made to address shortcomings in intercity railways, cross-river passages, main inland waterways, deep-water ports, and air transport. Vigorously develop multimodal transport involving river-sea, rail-water, road-rail, and air-rail connections. Speed up the establishment of international logistics hubs, improve the modern commercial distribution system, create a number of smart logistics platforms and commercial distribution facilities, and foster a group of modern logistics and commercial enterprises with global influence. (14) Fully unleash consumer potential. Advance a \"quality revolution\" in the consumer goods industry, and use high-quality products and services to drive an upgrade in consumer demand. Ease market access in the field of service consumption to promote the continuous improvement and expansion of consumer services related to culture, tourism, sports, health care, and other areas. Promote innovation in technology, management, business models, etc., expand online and information-based consumption, foster the integrated development of online and offline consumption, and encourage the expansion of new consumption patterns to rural markets. Appropriately increase public consumption. Implement a paid leave system to boost spending during holidays. Improve the consumption environment and strengthen the protection of consumers' rights and interests. It supports cities such as Nanjing, Suzhou, Xuzhou, and Wuxi in becoming international consumer centers, and backs Nanjing, Suzhou, and other cities in developing into model cities for cultural and tourism consumption. (15) Actively expand effective investment. Leverage the key role of investment in optimizing the supply structure, improve the investment structure, and maintain reasonable growth in investment levels. Address the shortcomings in areas such as comprehensive transportation, agriculture and rural areas, ecological protection, municipal engineering, public health, public safety, material reserves, disaster prevention and mitigation, and livelihood support. Increase investment in major scientific and technological infrastructure, strategic emerging industries, and high-quality industrial chains. Develop new types of infrastructure such as 5G communication networks, big data, the Internet of Things, ultra-high voltage systems, smart grids, and artificial intelligence. Accelerate the construction of major energy projects including natural gas storage infrastructure, coal transshipment and storage facilities, auxiliary power sources, and power transmission systems. Advance the construction of major water conservancy projects such as the South-to-North Water Diversion Project, flood control and drainage systems, water conservation and supply initiatives, and rural water infrastructure. Make active efforts to raise the flood control capacity of the Jiangsu section of the Yangtze River to a level capable of withstanding floods that occur once every century. Promote the simultaneous planning, construction, and implementation of traditional infrastructure and information infrastructure, and encourage and support the open sharing of relevant infrastructure resources. Innovative **guidance-oriented and market-driven investment and financing mechanisms.** (16) Build high-quality hubs for the Belt and Road Initiative. Adhering to the concept of using the Belt and Road intersection point as a strategic corridor to promote both domestic and international economic cycles, we will thoroughly implement action plans aimed at expanding the international integrated transportation network, deepening international capacity cooperation, fostering \"Silk Road trade,\" upgrading key cooperative parks, and building brand identities for cultural exchanges. By aligning this approach with the broader strategy of jointly developing the Belt and Road, we aim to create an internationally influential intersection point for the Belt and Road initiative. Accelerate the development of Tongzhou Bay as a new export port for container transportation along the Yangtze River, as well as the \"logistics golden triangle\" formed by Xuzhou International Land Port, Huai’an Airport, and Lianyungang Seaport. Build an export port for the Huaihe River ecological economic belt in Binhai Port, and promote the sustainable development of freight trains running between Central Asia and Europe by improving their quality and efficiency, thereby continuously enhancing the standards of international logistics infrastructure. Actively promote the upgrading of the China-Kazakhstan logistics base and the SCO overseas base, and turn the new Eurasian land-sea freight corridor into a model and benchmark project for the Belt and Road Initiative. Deepen cooperation with countries and regions such as Japan, South Korea, ASEAN, Europe, the United States, Australia, and New Zealand at a higher level, in broader areas, and on a larger scale; further promote integrated development with Hong Kong, Macao, and Taiwan. Strengthen the development of the comprehensive service platform for the Belt and Road Initiative, and establish Jiangsu Economic and Trade Coordination Centers along the route. Establish overseas emergency management mechanisms to improve the level of prevention against safety risks abroad. (17) Promote the steady improvement in the quality of foreign investment and foreign trade. Improve the quality of foreign capital utilization, refine the system of national treatment prior to investment access combined with a negative list, seek comprehensive pilot programs for expanding openness in the service sector, improve policies and service frameworks to facilitate the use of foreign capital, and encourage and guide foreign investment to play a significant role in the development of advanced manufacturing clusters and modern service industries in our province. Enterprises within the province are encouraged to engage in collaborative partnerships with foreign leading enterprises in order to strengthen the resilience of the industrial chain. Support leading local enterprises in accelerating their global expansion and mergers & acquisitions, so as to foster a group of multinational companies with the capability to integrate global resources. Promote the innovative development of foreign trade, improve provincial-level trade promotion plans, foster new growth areas such as service trade and digital trade, support Nanjing and Suzhou in deepening their pilot programs for the innovative development of service trade, develop a number of service trade hubs and key enterprises, establish a series of innovation demonstration zones for import trade promotion, and set up specialized platforms for promoting imports. Expand new forms and models of foreign trade, advance the development of **-level cross-border e-commerce comprehensive pilot zones, and actively explore the “market procurement + cross-border e-commerce” model. Further improve the level of trade facilitation, promote the full-chain development of the international trade “single window”, and create a top-tier e-port with Jiangsu characteristics nationwide. (18) Promote a higher level of openness for major platforms such as free trade pilot zones. By linking together the three areas of Nanjing, Suzhou, and Lianyungang, efforts are made to promote the development of innovation zones within the Jiangsu Free Trade Pilot Zone, expand the scope of areas subject to reform trials, and enhance institutional innovation as well as integrated progress. Accelerate the transformation and development of special customs supervision areas; rely on comprehensive bonded zones to create a hub for the coordinated development of domestic and foreign trade. Promote innovation and improvement in development zones, accelerate the construction of modern industrial parks, and support parks that meet the requirements to carry out systematic functional restructurings in order to maximize their developmental momentum. Work together to promote the development of cooperative industrial parks such as the China-South Korea Yancheng Industrial Park, the China-Germany Taicang Innovation Cooperation Park, the China-Israel Changzhou Innovation Park, and the China-Japan Suzhou Intelligent Manufacturing Industry Cooperation Demonstration Zone. Implement demonstration construction projects in overseas cooperation zones, improve the models of \"heavy-asset investment and operation\" and \"light-asset management and output\", and promote the development of overseas cooperation parks such as the China-Arabia Capacity Cooperation Demonstration Park, the Sihanoukville Special Economic Zone in Cambodia, and the Eastern Industrial Park in Ethiopia at a high level. IV. Accurately grasp the essential characteristics of building socialist modernization in China, and strive to take the lead in achieving socialist modernization. Adhere to the people-centered development philosophy, effectively safeguard and promote the fundamental interests of the vast majority of the people. Strive to produce more leading achievements in modernization efforts, so as to continuously fulfill the people’s aspirations for a better life. (19) Further promote common prosperity for all people. Implement actions to expand the middle-income group and a ten-year plan to double farmers’ incomes, raise residents’ income levels, optimize the income distribution structure, improve the mechanism by which markets determine the rewards for factors such as knowledge, technology, management, and data, increase the proportion of workers’ wages in GDP and corporate profits, and explore ways to boost the incomes of low- and middle-income groups through the revenues generated from the use rights of factors such as land and capital. Strengthen the policy of giving priority to employment, implement action plans for entrepreneurship among all citizens and large-scale initiatives to improve vocational skills. Improve the employment support systems for key groups such as college graduates, veterans, migrant workers, people with disabilities, and those in difficult situations in urban areas. The share of the added value of the cultural industry in GDP has risen to over 6%. Improve the level of public cultural services. By doing so, we aim to showcase the contemporary value of Yangtze River culture, river-sea culture, Grand Canal culture, and Jiangnan culture, thereby highlighting the unique charm of Water-Rich Jiangsu with its Wu-style elegance and Han-dynasty flair. We will promote the nomination of ancient watertown settlements in the Jiangnan region, the city walls from the Ming and Qing dynasties in China, and relics of the Maritime Silk Road as World Cultural Heritage sites. We will also strengthen the protection and inheritance of intangible cultural heritage, as well as the protection, research, and utilization of cultural relics and ancient books. Organize successfully the World Canal Cities Forum, the Grand Canal Culture and Tourism Expo, as well as the Jiangnan Cultural Heritage Forum and the Han Culture Forum. Vigorously promote the outreach of Jiangsu culture. Strengthen the management of national territorial space by strictly defining boundaries for ecological protection, prime farmland, and urban development. Establish a comprehensive mechanism for dynamic monitoring, assessment, and early warning of national territorial space, as well as a mechanism to ensure that the ecological environment can sustain certain levels of activity. Implement the strictest regulations for farmland protection and improve the laws and standards related to ecological environment protection. We will resolutely reduce pollution and increase capacity, coordinate emission quotas, and make room for high-quality large-scale projects, thereby achieving a dynamic balance among multiple objectives. Comprehensively advance the renovation of old residential areas in towns and cities as well as community development. Accelerate urban ecological restoration, spatial improvement, and functional enhancement, and build sponge cities, resilient cities, and smart cities to create a service ecosystem for a happy urban life. Adhering to the principle that homes are meant for living in, not for speculation, we will increase the supply of affordable rental housing and housing with shared ownership. By adopting measures suited to local conditions and using various strategies, we will promote the stable and healthy development of the real estate market. Create beautiful rural idyllic villages. Focusing on the implementation of the rural revitalization strategy, efforts are made to advance rural development initiatives, coordinate the planning and construction of towns and villages within a county, and optimize the landscapes, farmlands, and village spaces in rural areas. Implement projects to upgrade rural infrastructure; improve infrastructure such as water, electricity, roads, gas, communications, radio and television, and logistics. We must persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to enlighten the minds of Party members and cadres, improve the systems and mechanisms for remaining true to our original aspirations and keeping our mission firmly in mind, and foster in them the political qualities of loyalty, integrity, and a sense of responsibility. We always give top priority to discipline and rules, implement the main responsibility and supervisory responsibility for comprehensively strengthening Party self-governance, and strictly enforce various regulations such as the Chinese Communist Party’s Code of Self-Discipline and Regulations on Disciplinary Sanctions. We will persistently implement the spirit of the Central Committee’s eight-point regulation, continue to address issues and malpractices affecting the public, deepen efforts to tackle the persistent problems of formalism and bureaucracy, uphold the requirements of \"three strictnesses and three practicalities,\" establish long-term mechanisms for improving work styles, and keep reducing the burden on grassroots levels. Fully implement the **concept of the rule of law, build a more advanced society governed by the rule of law in Jiangsu, improve the legislative work mechanisms and the regulatory framework in key areas, and strengthen local legislation in such areas as well as in emerging fields. Deepen the reform of the judicial system and mechanisms to promote judicial fairness. Increase efforts in the development of initiatives such as the Nanjing Rule of Law Park. Deepen the development of the rule of law and establish a governance system characterized by clearly defined responsibilities and law-based administration. Deepen the “Law Enriching Jiangsu” initiative and establish a public legal service system covering both urban and rural areas. (28) Ensure that the goals and tasks set out in the recommendations for the 14th Five-Year Plan are effectively implemented. We will earnestly implement the decisions and arrangements of **** and the provincial Party committee, and in line with the spirit of ****’s important speech during his inspection of Jiangsu as well as the guidelines set out at this plenary session, we will formulate the provincial plan for the 14th Five-Year Period and various specialized plans, thereby fulfilling the goals, tasks, and key measures outlined in these recommendations. Regions should proceed from their actual conditions and formulate their own 14th Five-Year Plans. Plans at all levels and of various types must implement the new development philosophy, fully understand the requirements inherent in modernization drive, systematically set goals and tasks, and put into practice the various decisions and arrangements made at the plenary session. To achieve the goals set in the 14th Five-Year Plan and the long-term objectives for 2035 is a daunting task, yet the prospects are bright. Throughout the province, we must unite even more closely around Comrade **, who is at the core of the Party. We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, stay true to our original aspiration and mission, emancipate our minds, and pioneer new paths.
