**Article 24 of the Measures for the Management of Procurement Evaluation Experts stipulates that the financial departments of provincial people’s governments shall establish standards for the remuneration of evaluation experts in their respective regions based on actual circumstances. Central budgetary units pay remuneration to evaluation experts in accordance with the standards of the location of the unit itself or the site where the evaluation activities are conducted. Article 7: The remuneration for evaluation experts is calculated based on the actual time spent on evaluation. Representatives of the purchaser and inspection and audit personnel shall not receive remuneration for their services. Article 8: If, after arriving at the evaluation site, evaluation experts are unable to carry out the evaluation due to reasons unrelated to them such as conflicts of interest, fewer than three candidates passing the eligibility screening, or the cancellation or postponement of a project, they shall be compensated at a rate of 200 yuan per person. Article 9: Travel expenses shall be borne by the evaluation experts themselves. Article 10: Evaluation experts who leave the evaluation site without completing their evaluation tasks, or who engage in any illegal or irregular behavior during the evaluation process, shall not be entitled to any remuneration. Article 11: If, due to the reasons of the evaluation experts themselves, they fail to conduct the evaluation in accordance with relevant laws and regulations or the requirements set out in the procurement documents, resulting in the need to organize a new evaluation committee, no remuneration shall be paid to the experts who were part of the original evaluation committee. The evaluation period is calculated from the start time for evaluation specified in the procurement documents until the time when the final evaluation report is submitted. (II) If the evaluation experts have arrived at the evaluation site, but the procurement project is cancelled or terminated without conducting the evaluation, a fee of 100 yuan per expert shall be paid to them. (III) For evaluation sites that are located at a considerable distance, a transportation allowance of up to 100 yuan per person may be provided as appropriate. Once the evaluation begins, if fewer than 3 companies pass the qualification review, the bidding will be declared invalid or the evaluation will be terminated; if this occurs within two hours, the fee for labor services shall be 300 yuan. 4. If it is necessary for the evaluation experts to provide justification for the procurement documents after the project is discontinued or the evaluation process is terminated, their remuneration shall be paid in accordance with the normal evaluation standards. 5. (1) Standards for remuneration of evaluation experts. For those participating in the evaluation in this city, if the evaluation time is within 2 hours, a fee of 300 yuan shall be charged ； For evaluations conducted in different locations, if the evaluation time is within 2 hours, a fee of 400 yuan shall be charged ； For periods exceeding 2 hours, the charge is calculated at 100 yuan for each additional hour. If an evaluation expert discovers that they should recuse themselves upon arriving at the evaluation site, they will be paid 100 yuan as compensation for lost wages. (II) Accommodation expenses for off-site evaluations. Comply with the provisions of the Notice issued by the Hebei Provincial Department of Finance regarding adjustments to the standards for accommodation expenses for officials working in provincial-level agencies and other related matters (Ji Cai Xing [2015] No. 114). (III) Transportation allowance for off-site evaluations. Reimbursement will be provided based on the valid transportation receipts from that trip (including buses, subways, buses for long distances, trains, and flight tickets); the cost of the return trip will be covered at the same amount as the actual cost incurred for the trip there. Reimbursement for driving is based on the highway toll receipt (the amount for the return trip is equal to the actual cost incurred on the way there); no reimbursement will be given in the absence of such a receipt. Article 2: Standards for remuneration. (1) For evaluation tasks that last within 2 hours (including 2 hours), the remuneration is 300 yuan per person. (II) For each additional hour of evaluation time beyond 2 hours, an additional fee of 100 yuan per person will be charged; the daily evaluation fee (for 8 hours) shall not exceed 800 yuan. In special circumstances, if it becomes necessary to extend the bid evaluation period because the evaluation cannot be completed within working hours, an additional fee of 100 yuan will be charged for each hour of extension, with a maximum daily charge of 1,000 yuan. (III) For **procurement projects** that are rejected after evaluation as not meeting the requirements specified in the procurement documents, the fee is 300 yuan per person within 2 hours, with a cap of 400 yuan per person for periods exceeding 2 hours. (IV) For **procurement projects that are rendered void without going through the evaluation process**, the fee is 100 yuan per person. (5) For evaluations conducted during statutory holidays, the payment shall be doubled based on the aforementioned standards. Article 36: The remuneration standard for experts involved in the evaluation of procurement projects is 300 yuan per person for up to 2 hours; an additional 100 yuan per person is added for each additional hour, with a maximum daily amount of 800 yuan per person ； Experts serving as chairpersons of the review committee receive an additional 100 yuan per person ； If the evaluation experts arrive at the evaluation site but the project is not evaluated, or if they do not participate in the evaluation due to recusal or other reasons, a fee of 100 yuan per person will be charged ； If the evaluation process for a project is suspended after it has begun, the fee will be calculated based on the actual time spent on evaluation ； If a review expert is late by more than 30 minutes, a deduction of 100 yuan per person will be applied to their fee. Financial departments at all levels may appropriately adjust the remuneration standards for evaluation experts based on the local level of economic development. Article 37: When evaluation experts participate in evaluations in locations other than their own cities within the province, the actual expenses incurred, such as round-trip transportation and accommodation costs between cities, may be reimbursed to them by the procuring entity or the centralized procurement agency in accordance with the relevant standards set forth in the travel expense management regulations implemented by the procuring entity, based on supporting documentation. For procurement projects with complex technical requirements, if the experts available in Liaoning Province’s procurement expert database are not sufficient, experts from outside the province can be hired to participate in the evaluation process. The costs related to transportation, accommodation, and fees for their services can be determined through negotiation between the two parties. Article 38: Evaluation experts who leave the evaluation site without completing their evaluation tasks, or who engage in any illegal or irregular behavior during the evaluation process, shall not be entitled to receive payment for their services nor reimbursement for travel expenses related to evaluations conducted in other locations. No one other than the evaluation experts shall receive remuneration for their evaluation services. Standards for labor remuneration of ** procurement evaluation experts The specific standards for labor remuneration of ** procurement evaluation experts are as follows: (1) For evaluation experts working for up to 3 hours, the labor remuneration standard is 300 yuan. (IV) If an evaluation expert arrives at the evaluation site and fails to participate in the evaluation due to circumstances requiring them to recuse themselves, a transportation allowance of 100 yuan will be paid. After the evaluation process is completed, the purchaser or the centralized procurement agency calculates and pays the fees based on the standards set for the experts’ services and the time spent on the evaluation process; **the procurement evaluation experts must sign for receipt in their own names. III. Other related matters (1) **For procurement evaluation experts who participate in evaluations in locations other than their own, the actual expenses incurred for round-trip transportation between cities and accommodation shall be reimbursed to them by the procuring entity or the centralized procurement agency upon presentation of supporting documents, in accordance with the standards stipulated in the ‘Measures for the Administration of Travel Expenses of Organs Directly under the Jilin Provincial Government’. (II) **Procurement evaluation experts who leave the evaluation site without completing their duties, or who engage in any illegal or irregular acts during the evaluation process, shall not be entitled to any remuneration or reimbursement for travel expenses incurred in performing evaluations in other locations. They shall also be subject to penalties in accordance with the provisions of the ‘Measures for the Management of Procurement Evaluation Experts’ issued by the Ministry of Finance.** (III) **Procurement evaluation experts shall not deliberately delay the evaluation process in order to obtain higher fees; it is strictly prohibited to demand excessive fees. (IV) The purchaser or the centralized procurement agency shall strictly pay the remuneration to the procurement evaluation experts in accordance with these standards. Image: Heilongjiang. Article 28: After the evaluation process for a procurement project is completed, the fees owed to the experts for their services are calculated and paid by the provincial procurement center, the agency handling the procurement, or the purchaser, in accordance with the established payment standards and the timing of the evaluation; the experts must sign for receipt of these fees using their real names. The specific criteria for the fees for review services (pre-tax amount) are as follows: (1) For half a day of work by an expert (up to 4 hours, including 4 hours), a fee of 300 yuan is payable ； (II) Experts are paid 500 yuan per day for working 4 hours or more but up to 8 hours, including 8 hours ； (III) In case of special circumstances that prevent the completion of the bid evaluation within working hours and thus require an extension of the evaluation time, an additional fee of 100 yuan will be charged for each additional hour, with a daily maximum limit of 1000 yuan ； (IV) The evaluation team leader’s evaluation fee shall be increased by 100 yuan on top of the original standard ； (5) In the event of a bid being rejected during the evaluation process, experts are required to provide opinions on its commercial and technical aspects; a fee of 300 yuan is applicable ； (VI) If the project is subject to review by the original evaluation committee due to doubts, both the evaluation fee and the review fee shall be paid together. If the expert does not come for the follow-up review, the evaluation fee will be halved. If the appeal is rejected, the original evaluation fee will be paid as usual; the re-evaluation fee will be 200 yuan for half a day and 300 yuan for a full day ； If the objection is valid and responsibility is determined to lie with the original evaluation expert for failing to conduct the evaluation in accordance with the procedures, methods, and standards specified in the procurement documents, or for disclosing the evaluation documents or details of the evaluation, no fees for evaluation or re-evaluation will be granted ； For cases that do not fall under the above categories, the review fee will be paid as usual, while the re-examination fee will not be provided ； (7) If an expert fails to attend the evaluation within the specified time, and is late by more than 15 minutes but less than 30 minutes, a deduction of 50 yuan will be made from their remuneration ； If the delay is more than 30 minutes but within 1 hour, a deduction of 100 yuan from the labor remuneration will be applied ； Those who are more than 1 hour late will be considered to have automatically given up their eligibility for this evaluation. This standard applies to the fees for expert services incurred in hiring experts selected from the provincial **procurement expert pool to carry out tasks such as consultation, evaluation, review, re-examination, prequalification of suppliers, inspection of performance compliance, and evaluation of imported products in **procurement projects. The accommodation and meal expenses of the evaluation experts during the bid evaluation period shall be borne by the Provincial ** Procurement Center, the agency, or the purchaser. Article 29: When evaluation experts participate in evaluations in other locations, the actual expenses incurred, such as transportation costs between cities and accommodation fees, may be reimbursed by the purchaser or the centralized procurement agency in accordance with the relevant standards set out in the purchasing entity’s travel expense management regulations, on the basis of appropriate receipts. Transportation costs within the city area are to be borne by the evaluation experts themselves. Article 30: Evaluation experts who leave the evaluation site without completing their evaluation tasks, or who commit any illegal or irregular acts during the evaluation process, shall not be entitled to receive payment for their services nor reimbursement for travel expenses related to evaluations conducted in other locations. Article 31: The purchaser or agency organizing the procurement activity shall strictly pay remuneration to the evaluation experts in accordance with the standards. (III) If the project is not evaluated after the bid opening, 200 yuan per person ； If the procedure is terminated following project review, the calculation shall be based on the actual review time, in accordance with paragraphs (1) and (2). (IV) When inviting experts from other locations to participate in the evaluation, in addition to referring to the above evaluation fee standards, it is also necessary to consider adding costs for transportation and accommodation. III. Localities may refer to provincial standards and formulate implementation standards in light of local conditions, submitting them to the Provincial Department of Finance for record-keeping. Article 36: When inviting experts from other locations to participate in the evaluation, the actual expenses incurred, such as transportation and accommodation costs, may be added in accordance with the travel expense management regulations implemented by the purchaser. Article 37: Evaluation experts who leave the evaluation site without completing their evaluation tasks, or who engage in any illegal or irregular behavior during the evaluation process, shall not be entitled to receive evaluation fees or reimbursement for travel expenses related to evaluations conducted in other locations. Standards for fees paid to experts involved in procurement evaluation at the provincial level and in various cities under its jurisdiction: (1) For projects conducted through open bidding, invited bidding, competitive negotiation, competitive discussion, single-source procurement, or request for quotations: 500 yuan per person for half a day (3 hours); an additional 100 yuan per person for each additional hour beyond half a day. The daily (8-hour) assessment fee for labor services shall not exceed 1,000 yuan. For continuous evaluation periods exceeding 8 hours, an additional fee of 200 yuan per person is charged for each additional hour. Experts serving as the heads of the review panel receive an additional 100 yuan per person. (II) Projects such as demonstration, reconsideration, and performance acceptance: 300 yuan per person for durations within 2 hours; an additional 100 yuan per person for each additional hour beyond 2 hours. The maximum amount is 1,000 yuan. (III) If the project is not evaluated upon arrival at the evaluation site, or if experts do not participate in the evaluation due to reasons such as recusal, 200 yuan per person ； If the procedure is terminated following project review, the calculation shall be based on the actual review time, in accordance with paragraphs (1) and (2). (IV) When experts from other locations are invited to participate in the evaluation, in addition to following the above standards for evaluation fees, the purchaser or the centralized procurement agency shall reimburse the experts for inter-city transportation costs in accordance with the relevant rules regarding travel expenses established by the purchaser. During the evaluation period, evaluation experts shall not be provided with accommodation and meals; if such arrangements are necessary, they shall be provided by the purchaser or the centralized procurement agency. The related costs shall be included in the project budget of the purchaser or the centralized procurement agency, under the categories of “labor costs” and “other goods and services expenses”. III. Each county (city, district) may use this standard as the maximum limit and formulate local implementation standards based on local actual conditions. Standards for Bid Evaluation Fees (1) The time allocated for bid evaluation refers to the period from the time when experts are required to arrive at the evaluation site until the completion of the signing of the bid evaluation report (excluding times spent on accommodation and other activities that are not part of the bid evaluation process); in principle, this period should not exceed 8 hours per day. (II) If the bid evaluation time is 3 hours or less, senior experts are paid 500 yuan each, while non-senior experts are paid 300 yuan each ； For periods over 3 hours, an additional 100 yuan per person per hour is charged ； For periods over 8 hours, an additional 150 yuan per person per hour is charged. (III) A fee of 100 yuan is added for each person who serves as the head of the bid evaluation committee, per occasion. (IV) If the bid opening results in the announcement that the bidding process has failed or if experts are required by law to withdraw, a compensation of 200 yuan per person shall be paid. IV. Standards for transportation costs: (1) If the site for bid evaluation is in the same city as where the experts are based, the cost is 100 yuan per person in provincial capitals, 80 yuan per person in other cities with districts, and 50 yuan per person in county towns. The expert’s location refers to the region where the expert’s workplace is situated, as indicated by the expert themselves. (II) If the location of the bid evaluation is in a different city from where the experts are based, the transportation cost standards stipulated in the \"Measures for the Management of Business Trip Expenses of Agencies Directly Under the Anhui Provincial Government\" shall apply. Experts whose transportation is arranged by the project implementer or its agency will not be paid for travel expenses. V. Subsidy for travel expenses: If the location of the bid evaluation is in the same city as the experts’ residence, the subsidy for travel expenses is already included in the bid evaluation fee. If the location of the bid evaluation is in a different city from the experts’ home locations, the travel allowance is calculated based on the time spent traveling, at the rate of 70 yuan per person per hour. Calculation Method and Payment Standards for the Remuneration of Experts Involved in Procurement Evaluation: (1) The remuneration shall be determined based on the amount of time spent participating in the procurement evaluation or actually engaging in procurement activities. The evaluation period starts from the time when the experts arrive at the evaluation site and ends when the evaluation report is finalized; time spent eating or resting is not counted as working time. The purchaser and the procurement agency shall reasonably determine the gathering time for the evaluation experts at the evaluation site. If the evaluation expert arrives before the agreed time, the timing starts from the agreed time ； Late arrivals are counted from the actual time of arrival. (II) If the evaluation expert’s working time is within 3 hours, a fee of 300 yuan per person shall be paid ； An additional 100 yuan per person per hour for periods over 3 hours ； If the exceeded time is less than 30 minutes, a labor fee of 50 yuan shall be paid ； If the time exceeded by more than 30 minutes but less than 1 hour, it shall be counted as 1 hour. The purchaser and the procurement agency should arrange the evaluation of procurement projects in a scientific manner; in principle, the working hours of evaluation experts per day shall not exceed 8 hours. After the evaluation process begins, if the bid is rejected or the evaluation is halted due to reasons such as insufficient number of applicants meeting the qualification requirements or major defects in the procurement documents, and if the evaluation experts spend less than 2 hours on the task, a fee of 200 yuan per expert will be paid. (III) If the evaluation experts fail to arrive at the agreed time, thereby affecting the proper progress of the evaluation process, a portion of their compensation will be deducted at a rate of 100 yuan per hour per expert for each hour of delay. Review experts who leave the review site without completing their review work, or who engage in any illegal or irregular behavior during the review process, shall not be entitled to payment for their services nor to reimbursement for travel expenses related to reviews conducted in other locations. Evaluation experts shall not refuse to conduct evaluations or sign the evaluation reports on the grounds of low remuneration. Should such behavior be detected, the procuring entity or agency shall promptly report it to the financial authorities. Upon verification, the financial authorities shall take appropriate measures against the experts. III. Transportation, accommodation and meal expenses for evaluation experts: For evaluation experts who attend evaluations in other locations, the actual expenses incurred for travel between cities and accommodation can be reimbursed to them by the purchaser or the centralized procurement agency, in accordance with the relevant standards set out in the purchaser’s travel expense management regulations, upon submission of corresponding receipts. If meals are needed during the evaluation period, they will be provided by the purchaser or the procurement agency in accordance with relevant regulations, without any additional charges. Any time less than 0.5 hour is not counted; for times of 0.5 hour or more (including 0.5 hour) but less than 1 hour, it is counted as 1 hour. (II) Tasks such as argumentation, preparation of procurement documents, re-evaluation, and performance acceptance: 200 yuan per person for tasks within 2 hours; an additional 100 yuan per person for each additional hour. Any time less than 0.5 hour is not counted; for times of 0.5 hour or more (including 0.5 hour) but less than 1 hour, it is counted as 1 hour. (III) If fewer than three response submissions are received, or if the legality review of the procurement documents fails, the procurement process must be restarted, at a cost of 200 yuan per person ； If, following the evaluation, fewer than three suppliers provide a substantive response, the calculation will be based on the actual time taken for the evaluation, in accordance with item (1). (IV) The evaluation time for the review experts begins once all members of the review committee or review panel enter the evaluation room and sign in. VI. Units located within the province that are based abroad shall pay compensation to evaluation experts in accordance with the standards applicable to their location or the location where the evaluation activity takes place. If the increase in time is more than 30 minutes but less than 1 hour, it is calculated as 1 hour ； For durations of less than 30 minutes, the charge is 50 yuan per person. As required for project evaluation, if the consecutive evaluation time exceeds 10 hours or 2 days, it shall be determined through consultation between the two parties. Compensation for lost working time: ① Projects that were halted or terminated before entering the evaluation phase ； ② Projects that require recusal once experts arrive on site. A compensation of 200 yuan is provided to the evaluation experts present. Travel expenses: In accordance with the relevant standards set out in the travel expense management regulations implemented by the purchaser, these expenses shall be reimbursed by the purchaser or the centralized procurement agency based on the corresponding receipts. Notice from the Finance Department of Henan Province on the issuance of the \"Standards for Paying Remuneration to Experts Involved in Procurement Evaluations in Henan Province\" (Yu Cai Gou [2017] No. 9). Article 4: Standards for remuneration of evaluation experts. The remuneration for evaluation services is calculated based on the actual time spent on the evaluations. The evaluation period refers to the time from when the evaluation experts arrive at the evaluation site to sign in as required by the notice, until the time when the evaluation report is submitted. Meal and break times during this period are not included in the evaluation time. (1) For review periods of 3 hours or less, the fee for labor services is 400 yuan per person; for periods exceeding 3 hours, an additional 100 yuan per person is charged for each additional hour. If it exceeds 0.5 hours (inclusive) but is less than 1 hour, it shall be counted as 1 hour ； If the time exceeded is less than 0.5 hours, an additional 50 yuan will be charged. If a review expert’s tardiness disrupts the normal conduct of the review process, their remuneration may be reduced by 100–200 yuan at discretion, or they may be disqualified from participating in the review. (II) If no evaluation is conducted for the project after the bid opening, or if experts withdraw voluntarily and thus do not participate in the evaluation, a fee of 200 yuan shall be paid per person. If the review session is interrupted and the duration is within 2 hours, the compensation is 300 yuan per person; if it exceeds 2 hours, the compensation is 400 yuan per person. (III) Where evaluation experts assist in handling objections to or review processes for the projects they are evaluating, experts at fault shall not receive any remuneration, while those not at fault shall be compensated in accordance with the provisions of paragraph (1) of this article. (IV) For evaluation experts who participate in activities such as pre-qualification, feasibility assessment, consultation, and performance acceptance for **procurement projects, their remuneration shall be determined in accordance with the standards mentioned above. Article 5: The expenses for transportation within the city shall be borne by the evaluation experts themselves. When evaluation experts from areas outside provincial-level cities (or directly-administered counties) are hired, the actual expenses incurred, such as travel costs between cities and accommodation fees, can be reimbursed to the purchaser or the centralized procurement agency upon submission of relevant receipts, in accordance with the standards set out in the purchaser’s rules regarding business trips (the reimbursement documents must be sent to the issuing unit within three days). If accommodation and meals are necessary during the evaluation period, they shall be provided by the purchaser or the centralized procurement agency in accordance with the local regulations regarding travel expenses. When cities under provincial jurisdiction or counties (cities) invite evaluation experts from outside the region to conduct evaluations, in principle, the purchaser or procurement agency shall not arrange transportation to pick up and drop off these experts. Methods for calculating remuneration for evaluation experts and the relevant payment standards. The remuneration for review experts should be calculated based on the time they spend participating in the **procurement review. **The procurement evaluation time refers to the period from the moment the evaluation experts arrive at the location designated for the project evaluation, sign in as required by the random selection notification from the expert pool or the purchaser’s request, until the end of the evaluation. The procurement review is considered complete once the evaluation expert signs the review report. (1) Standards for remuneration for the evaluation of provincial-level **procurement projects. If a review expert participates in the evaluation of a provincial-level **procurement project for no more than 2 hours, the fee is 300 yuan; for each additional hour, the fee increases by 100 yuan. If the evaluation time reaches 8 hours, the fee is 1000 yuan. (II) Standards for remuneration for the evaluation of procurement projects at the municipal and county levels. If a review expert participates in the evaluation of municipal or county-level **procurement projects for no more than 2 hours, their fee is 200 yuan; for each additional hour, the fee increases by 100 yuan. If the evaluation time reaches 8 hours, the fee is 800 yuan. Municipal and county-level authorities may also refer to the provincial standards for remuneration for procurement project evaluation services. (III) Evaluation experts shall be notified via text message or as required by the purchaser to arrive at the evaluation site, with their selection being done randomly from the pool of experts. If the evaluation process cannot proceed normally due to reasons not attributable to the experts themselves, a compensation of 100 yuan for lost working time shall be paid to them; this compensation is to be covered within the remuneration for their evaluation services. (IV) Transportation and accommodation expenses. The evaluation experts who participate in the assessment have their local transportation costs for commuting included in their remuneration for the evaluation services. When evaluation experts go to conduct evaluations in locations other than those specified when they registered as such experts (i.e., in areas different from their place of work), the actual expenses incurred, such as transportation costs and accommodation fees between the cities, can be reimbursed to them by the purchaser or the centralized procurement agency, in accordance with the relevant standards set out in the purchasing entity’s travel expense management regulations, upon submission of appropriate receipts. Evaluation in another location: Evaluation fee: 300–600 yuan per person for evaluations carried out in another city within the same province, over a half day (the exact amount is determined through negotiation between the two parties) ； Hiring experts from other provinces: 500–800 yuan per person for half a day, at the deputy senior level ； Top-level senior: 1,000–1,500 yuan per person, half day ； Academicians and nationally renowned experts: 2,000 yuan per person for half a day (the specific amount shall be determined through negotiation between the two parties) ； Loss of earnings allowance: For evaluations conducted in a different location within the province, 200–300 yuan per person, payable to the evaluation experts after they arrive on site, due to the recusal policy or because the procurement project has not yet been evaluated. For hiring experts from other provinces, 500 yuan per person is charged when the evaluation experts arrive on site, due to the recusal policy or because the procurement project has not yet been evaluated. Travel expenses: Costs related to transportation between cities and accommodation shall be reimbursed to the purchaser or the centralized procurement agency based on the relevant standards set out in the purchaser’s travel expense management regulations, using valid receipts, or through negotiated lump-sum payments. The remuneration for evaluation experts is calculated and paid based on the full number of hours spent on the evaluation. The review fee is calculated based on the whole number of hours spent on reviewing: any time exceeding the whole number of hours by less than 0.5 hour (including 0.5 hour) is not counted, while any time exceeding 0.5 hour but less than 1 hour is counted as 1 additional hour. The evaluation period starts from the time when the evaluation experts arrive at the evaluation site to participate in the evaluation and ends when the evaluation is completed (the evaluation report is finished). Article 2: The remuneration for evaluation experts shall be calculated in accordance with the following standards: (1) If the evaluation is completed on the same day, and the evaluation time is 2 hours or less (including 2 hours), a payment of 400 yuan per person per session shall be made ； If the review time exceeds 2 hours but remains within 8 hours in total, an additional fee of 100 yuan is charged for each additional hour ； If the review time exceeds 8 hours, an additional fee of 150 yuan is charged for each extra hour. (III) Lost wages allowance. For evaluation experts who arrive at the evaluation site and are required to withdraw as per regulations, or in cases where the evaluation is canceled or rescheduled for some reason, a subsidy of 200 yuan is provided. (IV) If the end time of the evaluation exceeds 12:00 or 18:00, the purchaser or the agency entrusted by them shall arrange lunch or dinner for the evaluation experts as a whole and bear the related costs. Meal times are included in the evaluation time. During the review period, appropriate rest time can be arranged uniformly. If the appropriate rest time is within 0.5 hours, it is included in the evaluation time ； The time exceeding 0.5 hours is not counted toward the evaluation time. **If there are separate provisions regarding the remuneration for review experts, such provisions shall apply. (1) For assessments of individual projects that take up to half a day (within 4 hours), the remuneration for experts from within the province is 400 yuan, while the remuneration for experts from outside the province is 600 yuan. (II) For individual projects whose evaluation takes 1 day (4–8 hours), the fee for hiring evaluation experts from within the province is 600 yuan, while the fee for hiring experts from outside the province is 1,000 yuan. (III) For individual projects for which the evaluation time exceeds 1 day (more than 8 hours), the fee for hiring evaluation experts from within the province is calculated at 100 yuan per additional hour, while the fee for hiring experts from outside the province is 200 yuan per additional hour. Any increase of less than 0.5 hour is not counted; if the increase is more than 0.5 hours but less than 1 hour, it is counted as 1 hour. (IV) The remuneration for evaluation experts who serve as the heads of the evaluation committee shall be increased by an additional 100 yuan. (5) For procurement projects that are declared unsuccessful or fail to proceed after the start of the procurement process, before the evaluation stage has even begun, or that are suspended due to reasons on the part of the purchaser, compensation for lost time will be paid to the evaluation experts who have arrived: 200 yuan per expert from within the province, and 400 yuan per expert from outside the province. For those that have entered the review stage, Article 4 (1) to (3) shall apply. (6) Review experts shall attend the review on time and must not be late or leave early. If the expert fails to arrive at the evaluation site by the time notified via the system, a deduction of 100 yuan from their fee will be applied if they are late by up to half an hour, and a deduction of 200 yuan if they are late by more than half an hour. Review experts who leave the review site without completing their review work, or who engage in any illegal or irregular behavior during the review process, shall not be entitled to payment for their services nor to reimbursement for travel expenses related to reviews conducted in other locations. (7) When evaluation experts participate in evaluations in other locations, the actual expenses incurred, such as transportation costs and accommodation fees between the cities, can be reimbursed to them by the purchaser or the centralized procurement agency, in accordance with the relevant standards set out in the purchasing entity’s travel expense management regulations, upon submission of corresponding receipts. The person serving as the head of the evaluation panel receives an additional 100 yuan in compensation for their services on top of the total amount allocated for evaluation fees. If the review is terminated within 1 hour of its start, the fee for conducting the review is 300 yuan ； If the review takes more than 1 hour and is stopped, the standard fee for the review service shall be 400 yuan. Upon arrival at the evaluation site, if the project cannot be evaluated for reasons not attributable to the evaluation experts, compensation for their lost time should be provided, at a rate of 200 yuan per person per evaluation. If the evaluation cannot be carried out at the scheduled time once the evaluation experts arrive at the site, compensation for their lost time should be provided to them, at a rate of 50 yuan per person per hour; any period shorter than 1 hour shall be counted as 1 hour. If the evaluation expert is late by within 30 minutes, a deduction of 150 yuan from the evaluation fee may be applied ； Those who are more than 30 minutes late may have their eligibility to participate in the evaluation of this project revoked, and they will not be paid either an evaluation fee or compensation for lost time. Review experts participate in requirement validation, performance acceptance, and the written recommendation of suppliers, and are compensated in accordance with these standards. Assist the purchaser or purchasing agency in responding to suppliers’ inquiries and questions; if payment for services is required, it shall be paid at half the rate as specified in these standards. VI. Travel Allowance: Review experts who attend local reviews are responsible for covering their own transportation costs. For evaluation experts who attend evaluations in other locations, the actual expenses incurred, such as transportation costs between cities, meal expenses, and accommodation costs, can be reimbursed based on the reimbursement standards for business trips adopted by the purchaser, provided that appropriate receipts are available. V. Methods for calculating remuneration for evaluation experts and the relevant payment standards. (1) Labor remuneration is paid based on the project evaluation time. The evaluation time refers to the period from when the evaluation experts arrive at the evaluation site at the time specified in the notice and sign in, until the evaluation work is completed and the evaluation report is issued. If a break or meal is needed during the evaluation period, such time for eating and resting shall not be counted as part of the evaluation time. (II) Standards for payment of expert service fees. For review tasks that take 3 hours or less (including 3 hours), the remuneration for experts conducting reviews within the province is 400 yuan per person; for reviews carried out in different cities, prefectures, or counties, the fee is 500 yuan per person; and for experts coming from outside the province, the fee is 600 yuan per person. For periods exceeding 3 hours, an additional fee of 100 yuan is charged for each additional hour. If the additional time is more than half an hour but less than 1 hour, it is counted as 1 hour; if it is less than half an hour, no fee is applied. An additional 100 yuan is awarded for serving as the head of the review panel. (III) If, after arriving at the evaluation site, an evaluation expert is unable to carry out the evaluation work not due to their own reasons, or if they voluntarily request to withdraw themselves due to circumstances requiring legal recusal, a compensation of 100 yuan per person will be paid as reimbursement for their lost earnings. Upon evaluation by the expert reviewers, unless otherwise stipulated by laws and regulations, in cases where there are fewer than three suppliers meeting the professional requirements or those who have provided a substantive response to the procurement documents, resulting in disqualification of certain bids, if the evaluation takes less than 2 hours, the experts shall be compensated at a rate of 200 yuan per person; if it takes more than 2 hours, the compensation shall be 300 yuan per person. (IV) Review experts should attend the review on time. A deduction of 50 yuan from the payment will be applied for being late by more than half an hour, and a deduction of 100 yuan will be applied for being late by more than 1 hour. (5) Review experts who assist in responding to objections shall be compensated at a rate of 200 yuan per person for their services. In assisting with the response to objections, if the evaluation results change or a bid is rejected due to the evaluation experts failing to conduct their evaluations as required, in accordance with the principle that those at fault are responsible, such parties shall not receive any remuneration for their services. The 100 yuan added by the head of the review panel should also be recovered by the paying entity. When the purchaser or the centralized procurement agency hires relevant experts to participate in tasks such as the evaluation of imported products for procurement, the evaluation and confirmation of procurement documents, the evaluation of single-source procurement methods, and performance acceptance, the relevant provisions and standards set out in this notice shall be followed. If the contents of the procurement documents, as verified or confirmed by relevant experts, fail to comply with relevant laws and regulations and thereby give rise to supplier complaints, the experts who participated in the verification or confirmation shall not receive any remuneration. If the performance acceptance is not carried out in accordance with the prescribed procedures or standards, resulting in losses for the purchasing entity, the experts participating in the performance acceptance shall not receive any remuneration. For amounts that have already been paid, the purchaser or the centralized procurement agency shall recover them in full. Article 6 of the \"Provisional Measures for the Payment of Remuneration to Experts Involved in the Evaluation of Public Resource Transactions in Guizhou Province\": The fees for evaluation work are calculated according to the following standards: (1) For evaluations that last within 3 hours (including 3 hours), experts based within the province are paid 400 yuan per person per session; whereas for evaluations carried out in different cities or counties, the payment is 500 yuan per person per session. For durations exceeding 3 hours, an additional fee of 100 yuan per person per trip is charged for each additional hour. (II) For bid evaluation conducted on working days between 18:00 and 22:00, an additional fee of 200 yuan per person per session is charged for each additional hour; between 22:00 and 24:00, the fee is 250 yuan per person per session per additional hour; and between 24:00 and 08:00, it is 300 yuan per person per session per additional hour. (III) An additional 100 yuan per person per session is awarded for serving as the head of the bid evaluation panel. (IV) If experts are unable to carry out the evaluation work upon arriving at the evaluation site, or if they must recuse themselves due to statutory reasons, or if the bidding (procurement) process fails prior to the evaluation and the evaluation procedure cannot proceed, a compensation of 100 yuan per person per occasion will be paid for lost wages. Upon evaluation by experts, unless otherwise stipulated by laws and regulations, in cases where there are fewer than three bidders (suppliers) who meet the professional requirements, or those who provide a substantive response to the tendering (procurement) documents, and such situations lead to the disqualification of bids, if the evaluation time is within 2 hours, the fee shall be calculated at 200 yuan per person per session; if it exceeds 2 hours, the fee shall be calculated in accordance with the provisions of item (1) of this article. (5) Experts involved in the bid evaluation process who assist with responding to objections are compensated at a rate of 200 yuan per person per session. (6) For those who participate in bid evaluation work on statutory holidays, the compensation shall be calculated at 3 times the standards specified in items (1), (4) and (5) of this article ； Those who participate in bid evaluation work on rest days shall be paid at twice the rate specified in items (1), (4), and (5) of this article. (7) If the time required for experts to evaluate bids exceeds half an hour but is less than 1 hour, the remuneration shall be calculated as 1 hour; if it is less than half an hour, no remuneration shall be paid. Article 7: The reimbursement for transportation costs shall be calculated in accordance with the following standards: (1) If the location of the bid evaluation is in the same county (city, district) as the expert’s residence (as indicated on the expert registration form), the transportation costs are included in the bid evaluation fee and are not calculated separately. (III) Travel expenses for off-site evaluations. (IV) If the evaluation expert fails to arrive at the evaluation site by the specified time, and is late by more than half an hour but within one hour, 100 yuan will be deducted from their compensation for the evaluation services. If a expert is late by more than 1 hour, the purchaser or the procurement agency shall, in accordance with relevant regulations, report to the finance department at the same level to revoke that expert’s qualification for participating in this evaluation, and select additional evaluation experts. (II) If the time required for bid evaluation exceeds 1 day, the service fee can be paid based on the actual time spent on evaluation, at a rate of 100 yuan per hour; if the time is less than 1 hour, it shall be counted as 1 hour ； If bid evaluation experts travel to another location to conduct bid evaluations, the standard for paying them for their services can be increased appropriately ； Bid evaluation experts shall arrive at the bid evaluation site at the designated time. The remuneration is 600 yuan per person per day for evaluation work lasting up to 8 hours; for work lasting half a day (up to 4 hours), it is 300 yuan per person. 2. If the review time exceeds 8 hours, an additional 100 yuan will be charged for each additional hour (meaning any period of more than 30 minutes) ； For durations within 30 minutes, an additional 50 yuan is charged per person. 3. If a review expert terminates the review process after arriving at the review site for reasons not attributable to them, a subsidy of 100 yuan will be provided to each such expert. 4. Experts participating in the review of the same project shall not be paid expert fees repeatedly. Article 7: The fees for evaluation work are calculated according to the following standards: (1) When the evaluation is completed on the same day: 1. If the evaluation takes less than 2 hours, the fee is 300 yuan per person per session ； 2. If the time required for bid evaluation exceeds 2 hours and the total bid evaluation time does not exceed 8 hours, an additional fee of 100 yuan will be charged for each additional hour ； 3. If the time required for bid evaluation exceeds 8 hours, an additional fee of 150 yuan will be charged for each additional hour, with a maximum fee of 1,200 yuan for that day. (II) If the bid evaluation takes more than one day, a fee of 500 yuan per person per half day will be paid; if it is less than half a day, it will still be counted as half a day. (III) If an expert is responsible for evaluating multiple bid sections of the same project, or multiple sub-projects, the evaluation time shall be calculated based on that single project. (IV) Experts selected as required from the **level expert database and the inter-provincial industry expert database, or experts specially invited by the tenderer or purchaser upon approval, may have their fees increased appropriately on this basis. (5) Experts serving as the head of the bid evaluation panel may receive an additional 100 yuan in remuneration. (VI) If the expert fails to arrive at the bid evaluation site on time, a corresponding amount of remuneration will be deducted for being late by more than 1 hour. Article 8 Other subsidies shall be calculated in accordance with the following standards: (1) Loss of earnings subsidy. For experts who arrive at the bid evaluation site and are required to withdraw as per regulations, or in cases where the bid evaluation is canceled or rescheduled for some reason, and when the evaluation takes place in a different location, a subsidy of 300 yuan will be provided; other expenses shall be handled in accordance with paragraph (2) of this article and Article 11 ； A subsidy of 100 yuan is provided for evaluations conducted locally and those carried out remotely in other locations. (II) Transportation allowance and in-transit allowance. 1. For local bid evaluation and remote bid evaluation, no transportation allowance or travel allowance is provided. 2. For bid evaluation conducted in another location, transportation expenses and allowances for travel shall be provided. Among them, transportation subsidies are reimbursed based on valid proof of using public transportation between the two locations. Public transportation options include economy class flights, hard sleeper trains (with the option of soft sleeper for those holding senior technical titles), second-class seats on high-speed trains (with first-class seats available for those with senior technical titles), and long-distance buses. The cost of transportation for the return trip will be based on the actual amount incurred during the onward trip; if receipts are required, experts must send them to the tendering party or its designated agent within 7 days after returning. The standard allowance for travel expenses is 180 yuan per trip; in cases where accommodation is required, the cost can be reimbursed based on invoices, within the limits set for accommodation expenses of public officials, with the current standard being 320 yuan per night. There are no direct public transportation services to nearby allied cities, banners, or counties; those who need to travel by car will be eligible for a subsidy of up to 200 yuan for a one-way trip and 400 yuan for a round-trip. Additionally, the subsidy for the journey itself will be canceled, and no costs will be covered for any accompanying persons. Article 9: Appropriate breaks should be arranged during the expert evaluation period to ensure the quality of the evaluation. If the completion time of the bid evaluation exceeds 12:00 or 18:00, the tenderer or the agency entrusted by it shall arrange lunch or dinner for the experts. A meal break of no more than 1 hour shall be included in the time allocated for bid evaluation. Article 10: For experts conducting bid evaluation in another location and who are unable to travel back and forth on the day of the evaluation, the tenderer or the agency entrusted by it shall arrange meals and accommodation for these experts and bear the related expenses, which shall be handled in accordance with the travel expense regulations adopted by the tenderer. Article 11: Experts who leave the bid evaluation site without completing the evaluation work, or who engage in any illegal or irregular behavior during the evaluation process, shall not be paid for their services nor shall their travel expenses for evaluating bids in other locations be reimbursed. If any violations of laws or regulations are discovered after the payment is made, the labor remuneration and travel expenses for off-site evaluations shall be recovered. II. Remuneration for evaluation experts: The standard for paying remuneration to evaluation experts is based on after-tax amounts, with the duration of the evaluation period used as the basis for calculation. The evaluation time is calculated from the moment the evaluation experts arrive at the evaluation site, complete sign-in, and begin their work, until the final evaluation report is submitted. The break time of the evaluation experts during the evaluation period is not included in the evaluation time. The time taken for evaluation shall be recorded by the procurement center or procurement agency acting on behalf of the **procurement project**. (1) For review periods of 4 hours or less, the standard fee for review services is 400 yuan (including local transportation costs); an additional 100 yuan is charged for each additional hour. If the time exceeded is more than 30 minutes but less than 1 hour, it shall be counted as 1 hour ； If the time exceeded by less than 30 minutes, an additional 50 yuan will be charged. (II) For **procurement projects that are technically complex and require high levels of expertise, it is difficult to identify suitable evaluation experts from the pool of experts established by the Autonomous Region’s Finance Department through random selection; therefore, it is necessary to recruit experts in relevant fields from outside Guangxi. If the evaluation takes less than 4 hours, the fee for the evaluation services is 800 yuan (including transportation costs within the city), with an additional 100 yuan for each additional hour. If the time exceeded is more than 30 minutes but less than 1 hour, it shall be counted as 1 hour ； If the time exceeded by less than 30 minutes, an additional 50 yuan will be charged. (III) If the evaluation experts have arrived at the evaluation site, but the procurement process is terminated without conducting the evaluation, or if the evaluation needs to be rescheduled for other reasons, each expert shall be paid a compensation of up to 200 yuan (including local transportation costs) for lost time. For each evaluation expert who failed to attend the evaluation at the site due to a conflict of interest, a transportation allowance of 50 yuan will be provided. (IV) The chairperson of the evaluation committee is elected by the members of the evaluation committee. The remuneration for expert review services held by the chairperson of the review committee is increased by 100 yuan. (5) Review experts must strictly abide by the discipline rules for review work and the regulations regarding recusal, and attend the reviews on time. Evaluation experts who leave the evaluation site without completing their duties, or who engage in any illegal or irregular acts during the evaluation process, shall not be entitled to any remuneration or reimbursement for travel expenses incurred in conducting evaluations in other locations. (VI) The purchaser or the centralized procurement agency shall not reduce the remuneration paid to the evaluation experts on the grounds that the procurement project is disqualified. III. Travel, accommodation, and meal expenses for evaluation experts (1) Accommodation and meal expenses within the city. During the evaluation period, the meals for the evaluation experts shall be provided by the purchaser or the procurement agency; accommodation for those who need to stay overnight for the evaluation shall also be provided by the purchaser or the procurement agency. (II) Transportation, accommodation, and meal expenses for evaluations in other locations. If evaluation experts attend evaluations in different locations, the purchasing party or the procurement agency is responsible for providing meals for them during the evaluation period ； The actual expenses incurred, such as transportation costs between the cities involved and accommodation fees, can be reimbursed to the entity responsible for paying the fees, or to the centralized procurement agency, on the basis of relevant standards set out in the procurement party’s rules regarding business trip expenses, provided that appropriate receipts are submitted. (I) Standards for paying evaluation fees to experts within the region: 1. For procurement projects conducted through open bidding, invited bidding, or competitive negotiation, where the budget amount is 500,000 yuan or less (excluding 500,000 yuan), the fee is 400 yuan per expert per assignment ； For competitive negotiations, request for quotations, and single-source procurement projects, a fee of 350 yuan per person-time is allocated. 2. For procurement projects with a budget amount of 500,000 to 3 million yuan (excluding 3 million yuan), conducted through open tendering, invited tendering, or competitive negotiation, a subsidy of 500 yuan per person shall be provided ； For competitive negotiation, request for quotations, and single-source procurement projects, a payment of 400 yuan per person is made. 3. For public bidding, invited bidding, and competitive negotiation procurement projects with a budget amount ranging from 3 million to 8 million yuan (excluding 8 million yuan), a fee of 600 yuan per person will be paid ； For competitive negotiations, request for quotations, and single-source procurement projects, a fee of 450 yuan per person-time is allocated. 4. For procurement projects with a budget of 8 million yuan or more (including 8 million yuan), conducted through open tendering, invited tendering, or competitive negotiation, a subsidy of 700 yuan per person shall be provided ； For competitive negotiations, request for quotations, and single-source procurement projects, a fee of 500 yuan per person-time is allocated. 5. If the bid evaluation takes less than 2 hours, the remuneration for the evaluation experts shall be paid in accordance with the standards mentioned above. If the bid evaluation takes more than 2 hours, an additional 100 yuan is charged for each extra hour ； If it exceeds 30 minutes but is less than 1 hour, it is counted as 1 hour ； If the time exceeded by less than 30 minutes, an additional 50 yuan will be charged. 6. When the same expert participates in the evaluation of multiple bidding sections, labor remuneration for the first section shall be paid according to the above standards; for the remaining sections, it shall be paid at half of the above standards. (II) For experts hired from outside the region, the remuneration for their services shall be paid at twice the rate specified above. (III) Depending on the complexity of the project, the purchaser may adjust appropriately the standards for paying fees to evaluation experts within the region, but these standards shall not exceed those applicable to experts from outside the region. (IV) The amount of remuneration for the evaluation experts on special engineering projects shall be determined by the purchaser based on the circumstances of the evaluation process, provided that the minimum standard shall not be lower than the payment standards specified above. (5) If the evaluation experts have arrived at the evaluation site, but the procurement process is terminated without conducting the evaluation, or if the evaluation has to be rescheduled for other reasons, the experts should be compensated for their lost time, at a rate of 100 yuan per person. (6) If an evaluation expert fails to arrive at the evaluation site at the time specified in the notice, the user entity shall make a record of this in the “Evaluation Form for the Performance of Members of the Evaluation Committee”, and may deduct fees as appropriate. The specific deduction standards can be set by the purchaser themselves, or they can be uniformly established by the financial departments of various regions (cities). If the evaluation cannot proceed due to the tardiness of the evaluation experts, it shall be reported to the financial authorities at the same level in accordance with relevant regulations for handling. (7) If the bid evaluation experts fail to conduct the evaluation in strict accordance with the standards and requirements set out in the tender documents, resulting in errors in the evaluation, or if their negligence leads to obvious mistakes, no further fees will be paid for a re-evaluation (review) by a new evaluation committee to correct those errors. (8) If an expert withdraws due to certain reasons, a compensation of 200 yuan per person will be provided. III. Travel, accommodation, and meal expenses for evaluation experts: Experts based in the same city who participate in the evaluation are not entitled to any travel, accommodation, or meal expenses. Invite experts from other locations; the experts can get reimbursement for the round-trip transportation costs based on the relevant receipts ； Appropriate subsidies are provided for local transportation that is not covered. IV. The financial departments of various regions (cities) may, in light of local conditions, establish their own standards for paying remuneration to evaluation experts. V. Standards for Paying Remuneration to Evaluation Experts: (1) If an evaluation expert participates in the evaluation of a procurement project for a duration of 3 hours or less (including 3 hours), the remuneration shall be 300 yuan per person. For periods exceeding 3 hours, an additional 100 yuan is added to the labor fee for each additional hour. In principle, the review time should not exceed 8 hours per day; if it exceeds 8 hours, the daily payment for labor services shall not exceed 1,000 yuan ； Evaluation experts from the original bid evaluation committee who participate in the re-evaluation of the same project shall not receive payment for their evaluation services again ； Experts serving as the head of the review panel receive an additional 100 yuan as compensation for their review services. (II) If the evaluation experts arrive at the evaluation site in accordance with the requirements specified in the notice, and the evaluation process cannot proceed as scheduled not due to their own reasons, a compensation of 100 yuan per person will be paid within 1 hour (including 1 hour); if it takes more than 1 hour, the compensation will be 200 yuan per person ； If the procedure is terminated after project review, it shall be calculated based on the actual review time ； A fee of 50 yuan per person is paid to experts who request to recuse themselves on the spot. (III) If evaluation experts leave the evaluation site without completing their evaluation tasks, or engage in any illegal or irregular behavior during the evaluation process, they shall not be entitled to receive payment for their services, nor shall their transportation and accommodation expenses incurred while conducting evaluations in other locations be reimbursed. (IV) Transportation and accommodation expenses. The evaluation experts who participate in the assessment have their local transportation costs for commuting included in their remuneration for the evaluation services. When evaluation experts go to conduct evaluations in other locations, the actual expenses incurred, such as transportation costs and accommodation fees between the cities they travel to and from, can be reimbursed to them by the purchaser or the centralized procurement agency, in accordance with the relevant standards set out in the purchasing entity’s travel expense management regulations, upon submission of appropriate receipts. Article 5: For experts whose workplace or home is located within the jurisdiction of Urumqi, the fees for their evaluation work shall be paid according to the following standards: (i) For projects conducted through methods such as open bidding, invited bidding, competitive negotiation, competitive discussion, request for quotations, or single-source procurement, where the time required for evaluation, review, or reconsideration is within 4 hours, a fee of 300 yuan per person shall be paid. (II) If the evaluation time exceeds 4 hours, an additional 100 yuan will be charged per person for each additional hour (including periods of half an hour or more). However, the daily remuneration for each person’s review work should not exceed 600 yuan. (III) Upon arriving at the evaluation site, experts must withdraw from the evaluation; in cases where the number of experts exceeds what is necessary for the evaluation due to special reasons, or when the bid is declared invalid before any evaluation has taken place, a transportation allowance of 100 yuan per person will be provided. Article 6: When inviting experts from other regions to Urumqi for evaluation, the following standards shall apply: (1) The remuneration for evaluation services is 600 yuan per person for up to 8 hours of work. An additional 100 yuan is charged per person for each additional hour (including any period of half an hour or more). But the maximum amount per person per day is 800 yuan. (II) The round-trip travel expenses for hiring experts from other regions will be reimbursed based on actual costs. (III) If experts from outside arrive at the evaluation site and must withdraw, or if the bid opening takes place and the bidding is then declared invalid before any evaluation has been conducted, a compensation of 500 yuan per person will be provided. Article 7: Representatives of the purchaser shall not serve as the chairperson of the evaluation committee; experts who serve as the chairperson of the evaluation committee shall receive an additional payment of 100 yuan for their evaluation services. Article 8: When it is necessary to raise the standards for remuneration for evaluation services for special procurement projects, a detailed explanation shall be provided. If, due to project requirements, bid evaluation experts are approved to visit the project site in another location, their travel expenses will be reimbursed in accordance with the relevant regulations, in addition to which a subsidy of 200 yuan per person per day will be provided.
