Supervisors serve the client, and they control the quality of construction through methods such as on-site monitoring, inspections, and parallel testing. Without the supervisor’s signature, materials cannot be used, and further construction work cannot proceed. If the chief supervisor does not sign off, the client will not disburse the payment for the work. As for your point about supervisors working hand in hand with the construction party, it is necessary to create conflicts between them, such as regarding construction progress, quality assessment, and the relationship between supervision and the construction party. The client’s own engineering department or project team can conduct random inspections of the quality of construction and installation, and hold the supervisor accountable if there are issues due to inadequate supervision. After repeating this process several times, the supervisor will become more compliant.
