Removal of insulation from the side wall thickness of pressure pipelines

Pressure pipelines are required to have a certain side thickness; do any organizations have effective methods to avoid or reduce the need to remove the insulation from these pipelines?
Depending on the diameter of the pipe, holes are made in the insulation layer (for large-diameter pipes) or a section of the insulation is removed (for small-diameter pipes) to serve as the thickness measurement point
