Heat exchanger welding for leak repair

Our company has 1 304 stainless steel surface cooler. 304 stainless steel spiral plate heat exchanger for medium: 7°C cold water and hot exhaust gas (containing toluene, water vapor, etc.). Welding cracks occur during welding due to the medium circulating water and hot exhaust gases (containing methanol, water vapor, and amine-based organic compounds). I’d like to ask all the experts: is there any good solution? The welder said the material had changed its properties – is that something that can happen?
For leaks in heat exchanger tubes, use low-current short-arc welding to prevent temperature rise； If there is a leak at the weld between the tube and the tube sheet, expansion bonding should be used instead of welding.
