Starting from October 1, 2022, a new set of environmental laws, regulations, norms, and standards came into effect. 01 National Documents and Standards 1. The \"Technical Guidelines for Formulating Hazardous Waste Management Plans and Records\" were established to implement laws and regulations such as the \"Environmental Protection Law of the People’s Republic of China\" and the \"Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes\". These guidelines aim to guide and standardize the process by which entities that generate hazardous waste formulate management plans for such waste, maintain records related to its management, and submit relevant information thereon, thereby enhancing the standardized environmental management of hazardous waste. This standard shall come into force on October 1, 2022. 2. The “Classification Table for Ecological and Environmental Archives” (HJ 7-2022) is formulated to implement the “Environmental Protection Law of the People’s Republic of China”, the “Archives Law of the People’s Republic of China”, and the “Measures for the Management of Environmental Protection Archives”. It aims to standardize the management of ecological and environmental archives, achieve standardization and normalization in the classification and retrieval system for such archives, and enhance the effectiveness of classification and retrieval. This standard specifies the classification principles, coding methods, and the basic scope of category establishment for ecological and environmental archives, and serves as the basis for the classification and indexing of information in such archives. This standard shall come into force on October 1, 2022. 3. The \"Specifications for the Management of Environmental Ecology Archives – Scientific Research\" (HJ 8.1-2022) were formulated to implement the \"Environmental Protection Law of the People’s Republic of China\" and the \"Archives Law of the People’s Republic of China\", to improve the level of management of archives related to environmental ecology research, to promote the standardization, scientification, and institutionalization of such archival work, and to fully utilize the value of these archives in the field of environmental ecology protection. This standard specifies the requirements for the entire process related to the creation and accumulation, organization, archiving of document materials of value for preservation generated in ecological and environmental science research, as well as the management, development, and utilization of such archives. This standard shall come into force on October 1, 2022. 4. The \"Technical Specifications for Pollution Control of Manganese Slag\" (HJ 1241-2022) were formulated by the Ministry of Ecology and Environment in order to implement laws and regulations such as the \"Environmental Protection Law of the People’s Republic of China\" and the \"Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes\", to prevent environmental pollution, improve the quality of the ecological environment, and to standardize and guide the environmental management of manganese slag. This standard specifies the pollution control, monitoring, and environmental management requirements for manganese slag during collection, storage, transportation, pretreatment, utilization, filling, backfilling, and landfilling. This standard is issued for the first time and will come into effect on October 1, 2022. 5. “Code for Urban and Rural Drainage Engineering Projects” (GB55027-2022): The Ministry of Housing and Urban-Rural Development issued this standard, which came into effect on October 1, 2022. These specifications are mandatory engineering construction standards, and all provisions must be strictly implemented. In the event that any provisions in the current engineering construction standards are inconsistent with those of this specification, the provisions of this specification shall prevail. 6. The \"Safety Specifications for Special Operations in Hazardous Chemical Enterprises\" (GB 30871-2022) aim to strengthen the control of safety risks associated with special operations, and to prevent serious production safety accidents, especially those that occur during hot work or operations in confined spaces. It is necessary to further clarify the safety management requirements for such operations through standard specifications, thereby revising the existing standards for managing special operations. This standard has been in effect since October 1, 2022. 7. The main contents of this revision to the \"Technical Specifications for Pollution Control in Enterprises That Demolish End-of-Life Motor Vehicles\" (HJ 348-2022) include: first, the requirements for pollution control related to the infrastructure of such enterprises as well as the demolition process, along with the standards for pollutant emissions, have been further detailed ； Second, new requirements have been added regarding the management of enterprises that dismantle scrapped motor vehicles and environmental monitoring by such enterprises ； Third, new pollution control requirements have been introduced for the entire process of dismantling end-of-life electric vehicles ； Fourth, Appendix A has been added, specifying requirements regarding the characteristics and disposal of the main dismantling products from end-of-life motor vehicles. This standard shall come into force on October 1, 2022. 8. \"Salts for Water Treatment\" (QB/T 5685-2022): The standard for \"Salts for Water Treatment\" (QB/T 5685-2022) will come into effect officially on October 1, 2022. The standard for \"Salts for Water Treatment\" specifies that the salts used to prepare chlorine-based disinfectants should be made from iodine-free refined table salt or refined industrial salt through processing. With the introduction of the standard for salts used in water treatment, China has for the first time established unified national standards for the consumables used in the electrolytic production of chlorine-based disinfectants (including sodium hypochlorite generators). This provides an effective solution for further improving the quality of tap water in the country and reducing the operational costs associated with chlorine production equipment. 9. \"Water treatment agents – Polyaluminum chloride\" (GB/T 22627-2022). This standard replaces GB/T 22627-2014 \"Water treatment agents – Polyaluminum chloride\". This document specifies the requirements, test methods, inspection rules, marking, packaging, transportation, and storage for the water treatment agent polyaluminum chloride. This document applies to polyaluminum chloride used for industrial water supply, wastewater and sewage treatment, as well as sludge treatment. It was officially implemented on October 1, 2022. 10. \"Calcium aluminate for water treatment agents\" (GB/T 29341-2022) – This standard replaces GB/T 29341-2012 \"Calcium aluminate for water treatment agents\". It specifies the requirements, testing methods, inspection rules, as well as the marking, labeling, and packaging for calcium aluminate used in water treatment agents. This document applies to calcium aluminate products for water treatment agents. In our country, calcium aluminate is one of the important raw materials used in the production of polyhydroxylalumine as a water treatment agent, and it is a product resulting from China’s independent innovation. However, with the advancement of technology and the growing maturity of shoveling techniques, as well as the demands of international competition, it is clear that the technical standards from a decade ago can no longer meet the requirements of the industry’s current development. In order to better regulate the calcium aluminate industry and implement the principle of \"using advanced standards to improve product quality,\" the Standardization Administration of China issued the latest version of \"Calcium Aluminate for Water Treatment Agents,\" which came into effect on October 1, 2022. 11. The \"General Requirements for Environmental Management in the Automobile Repair Industry\" (T/ACEF 039—2022) was formulated in accordance with the \"Standardization Law of the People’s Republic of China\", as well as the \"Regulations on the Management of Group Standards\" jointly issued by the Standardization Administration Committee and the Ministry of Civil Affairs. Based on the National Group Standards Information Platform and the \"Interim Measures for the Management of Group Standards by the China Environmental Protection Federation\", this group standard was officially released on September 23, 2022, with the approval of the China Environmental Protection Federation. It came into effect on October 1, 2022. The approval notice and the standard text were published on the National Group Standards Information Platform. This document specifies various environmental management requirements for the auto repair industry, providing guidance for its practical implementation of environmental management. In line with the requirements of the dual-carbon goals, regulations are established for equipment selection and energy-saving and consumption-reduction management in order to reduce carbon emissions. 12. \"Technical Specifications for the Identification and Assessment of Soil Environmental Damage in Agricultural Land\" (NY/T 4155-2022) – This document specifies the terms and definitions related to the identification and assessment of soil environmental damage in agricultural land, as well as the principles, scope, procedures, methods for such assessment, requirements for data collection, damage investigation, monitoring and sampling, determination of the degree of damage, assessment of causal relationships related to pollution, loss evaluation, and the technical requirements for preparing reports on the identification and assessment. This document is applicable to the assessment of the degree of damage such as occupation, hardening, excavation, subsidence, and artificial barrier layers in agricultural land, the determination of the causal relationship of soil contamination in agricultural land, as well as the evaluation of losses resulting from such damage and contamination. It was officially implemented on October 1, 2022. 02 Local Documents and Standards
1. “Regulations on the Prevention and Control of Air Pollution in Jilin Province (Revised)”: In order to protect and improve the atmospheric environment, prevent and control air pollution, safeguard public health, and promote the construction of an ecological civilization, these regulations have been formulated in accordance with relevant laws and administrative regulations such as the “Environmental Protection Law of the People’s Republic of China” and the “Air Pollution Prevention and Control Law of the People’s Republic of China”, while taking into account the actual conditions of this province. These Regulations apply to the prevention and control of air pollution within the administrative region of this province. These Regulations shall come into effect on October 1, 2022. 2. The Regulations on the Prevention and Control of Pollution in Ports of Hebei Province were formulated in order to protect and improve the ecological environment, prevent and control pollution in ports, and promote the development of green ports. They are based on laws and administrative regulations such as the Environmental Protection Law of the People’s Republic of China, the Marine Environmental Protection Law of the People’s Republic of China, and the Port Law of the People’s Republic of China, and take into account the actual conditions of this province. These regulations apply to the prevention and control of pollution in ports within this province, as well as to the supervision and management related to such matters. These Regulations shall come into effect on October 1, 2022. 3. The “Implementation Rules for the Management of Urban Water Supply Prices in Hebei Province” is formulated in accordance with the “Measures for the Management of Urban Water Supply Prices”, taking into account the actual conditions of our province. Its purpose is to standardize the management and implementation of urban water supply prices, protect the legitimate rights and interests of both water suppliers and users, promote the development of the urban water supply industry, and conserve and protect water resources. These implementation rules apply to the setting or adjustment of urban water supply prices within the administrative region of Hebei Province. These implementation rules shall come into effect as of October 1, 2022. 4. \"Emission Standards for Environmental Pollutants in Guizhou Province\": This document specifies the general requirements for the emission of water and air pollution pollutants from fixed sources within the administrative region of Guizhou Province, as well as the requirements for controlling pollutant emissions, monitoring pollutants, and implementing and supervising these standards. This document applies to the management of wastewater and air pollution emissions from fixed pollution sources within the administrative region of Guizhou Province, as well as to the environmental impact assessment of construction projects, the design of environmental protection facilities, the environmental protection inspection upon completion, the management of pollution emissions after the projects come online, and the licensing system for wastewater and air pollution emissions from fixed pollution sources. This standard shall come into force on October 1, 2022. 5. “Regulations on the Prevention and Control of Dust Pollution in Puyang City”: The Standing Committee of the People’s Congress of Puyang City promulgated these regulations, which came into effect on October 1, 2022. They apply to activities such as construction work, demolition of buildings/structures, transportation, storage, and processing of materials, cleaning of public spaces and roads, landscaping operations, as well as the production of ready-mixed concrete and mortar. The regulations also cover the prevention and control of air pollution caused by particulate matter generated from bare ground due to natural or human factors. 6. The “Regulations on the Prevention and Control of Dust Pollution in Baise City” were approved and issued by the **session of the Baise City People’s Congress. These regulations specify concrete measures for preventing and controlling dust pollution, taking into account the various sources of such pollution. They address activities or sites such as construction work, building construction, demolition of buildings, excavation of urban roads and construction of underground pipelines, dust control on roads, road cleaning, urban landscaping, storage, stacking, and transportation of materials, mining and quarrying activities along with related processing operations, exposed land, and open-air parking lots. These Regulations shall come into effect on October 1, 2022. 7. Beijing’s “Standards for Limit Values of Volatile Organic Compounds in Construction Coatings and Adhesives” (DB11/1983-2022). Beijing has revised and issued a new version of these standards, namely the “Standards for Limit Values of Volatile Organic Compounds in Construction Coatings and Adhesives” (DB11/1983-2022) (hereinafter referred to as the new standards), which will come into effect on October 1 this year. This document specifies the product classification for construction coatings and adhesives, the limit requirements for volatile organic compound content, testing methods, inspection rules, packaging markings, and the implementation of standards. This document applies to coatings and adhesives used in buildings, structures, bridges, and guardrails, which are produced, sold, and utilized in Beijing. 8. Beijing: “Emission Limits and Measurement Methods for Exhaust Pollutants from Operating Gasoline Vehicles (Remote Sensing Detection Method)” (DB11/318-2022). The Beijing Municipal Ecology and Environment Bureau and the Beijing Municipal Market Regulation Bureau have issued the local standard “Emission Limits and Measurement Methods for Exhaust Pollutants from Operating Gasoline Vehicles (Remote Sensing Detection Method)” (DB11/318-2022), which will come into effect on October 1, 2022. The new standard sets specific requirements regarding the emission limits for exhaust pollutants from gasoline vehicles in use on actual roads, the methods for determining these emissions using remote sensing techniques, and the use of remote sensing equipment. Through the implementation of the new standards, vehicles with excessive emissions can be detected more promptly, prompting them to undergo repairs and adjustments so as to meet emission standards and thereby achieving effective control over pollution emissions from vehicles in use. 9. \"Methods for Sampling and Calculating Dust Emission from Certain Material Storage Yards in Zhejiang Province\" were formulated to further advance the comprehensive control of dust pollution, prevent and control dust emissions from storage yards, protect and improve the quality of the atmospheric environment, and standardize the collection and management of the environmental protection tax. These methods are based on relevant laws and regulations such as the \"Law of the People’s Republic of China on the Prevention and Control of Air Pollution\", the \"Law of the People’s Republic of China on Environmental Protection Tax\", and the \"Regulations for the Implementation of the Law of the People’s Republic of China on Environmental Protection Tax\", taking into account the actual conditions of this province. This announcement shall come into effect on October 1, 2022. 10. “Implementation Plan for the Pilot Program on Exempting the Managed Use of Hazardous Waste through ‘Point-to-Point’ Approaches in Sichuan Province”: The Sichuan Provincial Department of Ecology and Environment issued this plan, which specifies that the entities eligible for such exemptions are those within the province that meet the requirements for ‘point-to-point’ managed use. Among them, the hazardous waste targeted for use under this plan refers to those that are not listed in the \"Hazardous Waste Exemption Management List\" or whose utilization process does not meet the exemption conditions specified in said list. In addition, **pharmaceuticals**, hazardous chemicals that can be used to manufacture drugs, and hazardous waste generated in the production of toxic drugs for medical use are prohibited from being used for specific purposes. This plan shall come into effect on October 5, 2022, and remain valid for two years. 11. Jiangsu Province’s “Technical Guidelines for Investigating Soil Pollution from Indeterminate Sources in Construction Land”. This document provides technical guidance on the principles, procedures, contents, methods, and report preparation for investigating soil pollution from indeterminate sources in construction land. This document is applicable to the investigation of soil and groundwater contamination in construction sites where there is an unclear history of use or unknown sources of pollution. This document is not applicable to the investigation of radioactive contamination or contamination by pathogenic microorganisms. This document shall come into effect on October 6, 2022. 12. The “Measures for the Management of Provincial Ecological and Environmental Science Popularization Bases in Shandong Province” were formulated to standardize and strengthen the construction and management of provincial ecological and environmental science popularization bases in our province (hereinafter referred to as science popularization bases). These measures are based on laws and regulations such as the “Environmental Protection Law of the People’s Republic of China”, the “Science and Technology Popularization Law of the People’s Republic of China”, the “Opinions on Further Strengthening Science and Technology Popularization in Environmental Protection”, and the “Measures for the Management of Ecological and Environmental Science Popularization Bases”. These measures shall come into effect on October 8, 2022, and remain valid until October 7, 2027. 13. The Action Plan for Combating Air Pollution during the Autumn and Winter Periods in Guangxi from 2022 to 2023 was formulated in order to implement the provisions of documents such as the “Opinions of the Central Committee and the State Council on Making Further Efforts to Combat Pollution,” the “Implementation Opinions of the Party Committee and the People’s Government of the Guangxi Zhuang Autonomous Region on Making Further Efforts to Combat Pollution” (Gui Fa [2022] No. 15), and the “Decision of the Party Committee of the Guangxi Zhuang Autonomous Region on Leveraging Ecological and Environmental Advantages to Make New Progress in Green Development” (Gui Fa [2022] No. 10). The aim is to intensify efforts to protect the blue sky, further improve the environmental air quality across the region, and ensure that the annual target values for environmental air quality set by higher authorities are met. The Action Plan was made public by the Department of Ecology and Environment of the Guangxi Zhuang Autonomous Region on September 29th. Implementation period: October 1, 2022, to March 31, 2023. 14. Jiangsu Province’s “Technical Specifications for Monitoring around Key Soil Pollution Monitoring Entities” (DB32/T 4348-2022). This document stipulates the procedures for monitoring around key soil pollution monitoring entities, as well as the requirements for basic information surveys, development of monitoring plans, on-site sampling, sample analysis, quality assurance and quality control, analysis of monitoring results, and preparation of monitoring reports. This document is applicable to the environmental monitoring of soil and groundwater in the areas surrounding units subject to strict supervision regarding soil pollution. For environmental monitoring of surrounding soil and groundwater in industrial parks (concentrated areas), these guidelines can be referred to. This document shall come into effect on October 6, 2022. 15. Jiangsu Province’s “Technical Specifications for Online Monitoring of Power Consumption in Air Pollution Source Operations” (DB32/T 4350-2022). This document specifies the functional requirements regarding the composition, installation, acceptance, and daily operation management of online monitoring systems for power consumption in air pollution source operations, and provides methods for assessing the operating status of both the production facilities and pollution control facilities at these sources. This document applies to online power consumption monitoring systems for industrial pollution sources that emit exhaust pollutants. Effective as of October 6, 2022.
