Our refining enterprises have now reached a certain scale, and for the purpose of systematic management, the previous decentralized approach to management is no longer suitable. Dear experts, what is the higher-level department of the laboratory? Who should be the senior supervisor? What is the management structure of laboratories in large state-owned oil refining companies? Is there a quality department? Is the Quality Department directly under the General Manager? Please answer any questions; I appreciate your guidance!
In large state-owned oil refining companies, the usual supervisory department for the laboratories is the testing center (at the same level as the various production plants), and the supervisor of the testing center is the production department, which is responsible for product quality; the production department is headed by the deputy general manager in charge of production.

Large chemical companies generally have quality inspection/test centers, which are on par with the workshops/factories; these centers have a director and several teams, and are overseen by the company leader in charge of quality
