As the title suggests, is it mandatory for major hazard source modifications related to hazardous chemicals (in terms of pipeline layout) to be carried out with design drawings prepared by design institutes with Class A qualifications in the chemical, petrochemical, and pharmaceutical sectors? Is this requirement stipulated by any law or standard?
The design qualification for the chemical, petrochemical, and pharmaceutical industries only sets requirements regarding project scale and investment (as specified on the Ministry of Housing and Urban-Rural Development’s website), and there are no mandatory requirements for projects involving modifications to major hazardous sources of hazardous chemicals.
According to Document No. 376 issued by the General Administration of Work Safety, for large-scale construction projects involving hazardous chemical processes that are under strict supervision, hazardous chemicals, and major hazard sources related to hazardous chemicals (hereinafter referred to as “two key areas and one major hazard”), the design unit must possess comprehensive qualifications for engineering design, or corresponding professional qualifications of grade A in the fields of chemical, petrochemical, pharmaceutical engineering, or oil and gas (offshore oil) engineering.
I am extremely grateful for your help. Could I ask you one more thing? The preliminary design has already been prepared by an institution with Class A qualifications; is it still necessary to carry out further modifications and changes? (After all, Order No. 76 is mainly aimed at project construction, while what we are dealing with here are subsequent modifications after the project is put into use.)
Since the safety supervision regulations regarding “two key aspects, one major aspect” are clearly defined, both new construction projects and renovation projects must comply with these rules; there should be no attempt to take chances.
If it is a chemical enterprise, it must comply strictly with the requirements； If it’s not a chemical manufacturing company, things might be a bit better. Of course, you can also consult third parties to find out what the safety supervision authorities think ； If you have the money, just follow the rules!
