In accordance with the principles of \"shared responsibilities for the Party and government, dual responsibilities for each position, joint management, and accountability for negligence\" as well as the \"three requirements for oversight\", emphasis should be placed on \"preventing major risks, eliminating serious hazards, and curbing major accidents\". Thorough professional inspections should be carried out to improve the quality and effectiveness of hazard identification and remediation. It is necessary to strengthen the primary responsibilities of enterprises, impose strict penalties in accordance with the law on all kinds of illegal and irregular acts, and at the same time provide active support to help enterprises improve their safety management capabilities and establish a sound long-term mechanism for identifying and addressing potential hazards. The notice emphasizes the need to focus on investigating and rectifying common issues across 9 areas, including major accident hazards in enterprises, risk identification and control, the performance of key responsible persons, safety qualifications, safety systems and measures, safety education and training, four specific rectification efforts, comprehensive management of the entire process related to a particular issue, and emergency evacuation drills. In key sectors such as road traffic, coal mines, non-coal mines, campus safety, urban gas supply, oil and gas pipelines, maritime safety, construction, industry and trade, as well as elderly care and social welfare institutions, it is necessary to carry out thorough inspections and rectifications in light of the specific risks and hazards associated with each sector, to ensure that risk prevention measures are implemented effectively, thereby strengthening safety safeguards. The notice requires that relevant departments at all levels give high priority to the efforts to identify and address potential hazards, clarify responsibility allocations, improve working mechanisms, and coordinate the implementation of various measures to ensure tangible results. Giving top priority to the fulfillment of enterprises’ primary responsibilities is essential; enterprises should be guided to conduct self-inspections and self-corrections, and their employees should be tasked with identifying potential risks in areas such as equipment, processes, and management, in order to completely eliminate any gaps in responsibility and management shortcomings. It is important to make use of the expertise of experts, and to employ methods such as issuing more reports, sending more reminders, conducting more unannounced inspections, and documenting potential hazards, in order to ensure thorough inspections and to completely identify and effectively address potential accident risks. It is necessary to standardize and strengthen the daily supervision of enterprise safety production, continuously innovate safety supervision methods, vigorously promote the construction, application, upgrading, and transformation of risk monitoring and early warning systems for safety production in key industries and sectors, and continuously improve the quality and effectiveness of safety supervision. It is necessary to adhere to addressing issues as they are identified, making immediate corrections, and tackling both symptoms and root causes. Efforts should be made to develop a series of practical and effective measures to address the underlying problems; decisions should be taken regarding major safety-related matters, and projects aimed at addressing weaknesses should be implemented, in order to continuously improve the long-term mechanisms for ensuring safety in production.
