In daily safety management, there are often phenomena such as focusing heavily on deployment while paying little attention to monitoring the actual results, and identifying numerous potential hazards through inspections yet rarely verifying whether corrective actions have been taken. This pattern of emphasizing deployment over follow-up, and discovery over correction, reveals a lack of a closed-loop system in safety management. A closed-loop system is a crucial manifestation of safety leadership; it is not merely a requirement of management systems and processes. More importantly, it serves as a key tool for risk control and accountability, and it represents the necessary pathway to achieving risk prevention and control objectives. The essence of a closed loop is a management cycle of problem identification, implementation of measures, verification of results, and continuous improvement; the integrity of this cycle determines the quality of the outcomes. The closed-loop system of safety management is a guarantee for achieving risk prevention and control objectives, and its importance is self-evident; it is reflected in the following three aspects: 1. Ensuring that potential hazards are eliminated to prevent accidents. A very tragic situation in safety management is when potential hazards are identified yet ignored or not properly addressed – such hazards remain like a sword hanging over one’s head, capable of causing an accident at any moment. A closed-loop system can transform \"potential hazard points\" into \"manageable points,\" eliminating these hazards and preventing accidents. 2. Ensure that responsibilities are fulfilled properly to avoid shirking duties; safety accidents often occur due to unclear responsibilities or inadequate fulfillment of those responsibilities. For example, even if new electricians receive training upon joining the company, they may still engage in illegal operations that lead to accidents. In the absence of a proper follow-up mechanism, there will be a situation where managers claim that training has been provided, while the employees claim to be unaware of the company’s requirements, resulting in shifting of blame. A closed-loop system can ensure that everyone’s responsibilities are effectively fulfilled, truly achieving the principle of \"whoever is in charge is responsible\" and \"everyone emphasizes safety and knows how to ensure safety.\" 3. Enhance team collaboration and mutual trust, and create a positive safety culture. A closed-loop approach is an embodiment of safety leadership through leading by example; by utilizing such a closed-loop system for safety efforts, the safety management department and business units can help the latter solve practical problems. This allows the business units to feel the attention and support from the safety management department, thereby improving collaboration and trust between departments and encouraging them to take an active role in safety initiatives, thus gradually fostering a culture where \"safety is a priority.\" Only through a closed-loop system can leadership in safety management be established, can various safety management measures be effectively implemented, and can risks remain under continuous control.
The most direct purpose of closed-loop management is to determine whether the measures taken are indeed implemented and what the effects of those implementations are. It is not sufficient to merely note that measures have not been carried out, nor is it enough to focus only on the actual outcomes after implementation without considering whether technical measures need improvement; the goal is to facilitate the accumulation of experience. It is also a PDCA management model.
