Regarding the legal basis for the phased delivery of large towers and their on-site assembly and welding, how can this be done legally?

As the title suggests: Pressure vessels (such as large towers) are originally manufactured by the factory and then transported as a whole by ship. Since they arrive after the deadline for closing the pipe racks, this delays the construction schedule. Now, there is a desire to transport them in sections, assemble and weld them on-site, and carry out heat treatment on-site. 1. Is this approach legal? It involves evidence collection, right? 2. How can it be done legally? Which legal document specifies this clearly?
Legal. One can refer to the provisions on heat treatment in GB 150.4-2011.
Segmented transportation, on-site assembly and welding, and on-site heat treatment are all permissible. It can be carried out in accordance with GB 150.4-2011 and TSG 21-2016, the Safety Technical Inspection Regulations for Fixed Pressure Vessels.
There is a lot of on-site welding work in our projects, such as for those large towers used in low-temperature methanol washing.
