A pharmaceutical company uses ethanol as a solvent; it has a separate ethanol recovery workshop on site. To the east of this workshop, there is a mechanical ventilation cooling tower, located 5 meters away from the workshop. According to Article 5.3.3 of GB50489-2009, mechanical ventilation cooling towers must be at least 30 m away from open-air production facilities and 25 m away from production buildings. Should this provision be applied in such a situation? However, I have also seen many companies install cooling towers on the rooftops of their workshops; is there any other reason for this? If it is changed to a natural ventilation cooling tower, can the distance restriction be removed?

The explanation in clause 5.3.9 of GB50187-2012 states that small cooling towers with a fan diameter of less than 4.7 m are not subject to the distance requirements specified in the table; they are generally installed on the roof of a building or right next to it.
