Regarding the positioning of the feed inlet in sieve plate towers

Our unit has currently purchased a sieve-plate water scrubber tower; the feed material at the top is water, while the feed material at the bottom is C4 material (in liquid form). The design agency designed the upper feed inlet to be perpendicular to the liquid receiving tray, but the manufacturer of the tower internals says that it would be better if it were horizontal. I would like to ask experts: who is right?
It would be better to have a liquid distribution overflow groove on the liquid receiving tray; however, regardless of the orientation, ensuring even distribution is what truly matters.
